QCPD honors outstanding cops on its 85th founding anniversary


The Quezon City Police District (QCPD) recognized outstanding cops in its roster for their excellent public service during its 85th founding anniversary on Monday, Nov. 25, at the M.I.C.E Center, Quezon City Hall.

With the theme “Tayo ang QCPD: May Dangal, Disiplina at Kasanayan, Kaagapay ng Pamayanan Tungo sa Ligtas at Maunlad na Bukas,” the event was attended by QCPD personnel and Quezon City Mayor Joy Belmonte.

The outstanding QCPD personnel, units, and stakeholders received Plaques of Appreciation and were honored for fulfilling their roles within the police force and the community.

The awardees are: 

  • Lt. Col. Vicente L. Bumalay, Jr. – Best District Directorial Staff Officer of the Year
  • Lt. Col. Romil C. Avenido – Best Station Commander of the Year (Batasan Police Station)
  • Maj. Don Don M. Llapitan – Best Police Commissioned Officer of the Year (CIDU)
  • PEMS Nestor De Guzman – Best Senior PNCO of the Year (SCADS-PS 15)
  • Cpl. Mary Kris Aguirre – Best Junior PNCO of the Year (PS 7 SDEU Operative)
  • NUP Agnes Flores – Best Non-Uniformed Personnel of the Year (DPRMD)
  • Lt. Col. Leonie Ann Dela Cruz – Gawad Maria Josefina "Joy" G. Belmonte Award as Policewoman of the Year (Kamuning Police Station)
    For Unit Awards, the Batasan Police Station (PS 6) was named the Best Police Station of the Year. At the same time, CIDU and the District Anti-Carnapping Unit (DACU) were recognized as the Best District Operating Units. Other awardees included the District Medical and Dental Unit (DMDU) as the Best National Administrative Support Unit and the Criminal Investigation and Detection Group-District Field Unit (CIDG-DFU) as the Best National Operational Support Unit.
    The ceremony also included Special Awards presented to several high-ranking officers and key figures, including Col. Amante B. Daro (ADDDA), Col. Rodrigo Bauto, Jr. (ADDDO), Col. Joel A. Villanueva (ACDDS), and Col. Jerome D. Balbontin (C, DCD).

The event also acknowledged the crucial role played by the QCPD’s various stakeholders and partners. 

Among those honored were Mr. Deck A. Pelembergo of the Quezon City Task Force Disiplina (QC-TFD), Mr. Dexter Cardenas of the Traffic and Transport Management Department (TTMD), and Executive Director Alfredo M. Foronda of the Quezon City Anti-Drug Abuse Advisory Council (QCADAAC).

"I would like to extend my utmost gratitude and deep appreciation to our guest of honor and speaker for her unwavering support to the Quezon City Police District. And to our police, thank you for your commitment in maintaining peace, order, and safety in our city. Your discipline, professionalism, and sacrifices make Quezon City safer for everyone)," QCPD Director Col. Melecio Buslig, Jr. said. 

Mayor Belmonte was given a special plaque of appreciation for her unwavering support and significant contributions to the QCPD.

"Ang sabi nga: 'With great power comes great responsibility.' Kaya saktong sakto ang marching orders na binibigyang-diin ng inyong 85th Founding Anniversary: Dangal. Disiplina. Kasanayan. Mabigat na responsibilidad ang dala-dala ninyo, dahil nasa kamay ninyo ang pagsiguro na payapa at maayos ang araw-araw na buhay ng ating mga kababayan (As the saying goes: 'With great power comes great responsibility.' So the marching orders emphasized by your 85th Founding Anniversary: Honor. Discipline. You carry a heavy responsibility because it is in your hands to ensure that the daily lives of our countrymen are peaceful and orderly)," Belmonte said. 

“Sa nakalipas na dalawang araw na may mga kaganapan sa ating lungsod, nagpapasalamat ako kay Col. Buslig dahil sa kahit anong oras ng araw, siya ay nagbibigay ng mahahalagang update upang masiguro nating lahat ang desisyon at tamang hakbang na kailangang gawin para patuloy na manaig ang kapayapaan at kaayusan sa Quezon City (I am thankful to Col. Buslig because at any time of the day he gives important updates to ensure that the right steps are taken for peace and order to prevail in Quezon City),” she added.
