DOT inaugurates eco-tourism development in Bolinao to promote sustainability

The Department of Tourism (DOT) led the groundbreaking of the “Legacy of the Sea” project on Silaki Island, Bolinao, Pangasinan, on Monday, Nov. 25, to promote sustainable tourism and empower local communities.

DOT Secretary Christina Garcia-Frasco said the project, part of the DOT’s Tourism Champions Challenge (TCC) program, reflects the Marcos Administration’s commitment to sustainable tourism, grassroots innovation, and environmental stewardship, with a focus on local input.

Placing third in the TCC program, the “Legacy of the Sea” project seeks to establish Silaki Island, known as the “Giant Clam Capital of the Philippines,” as a prime eco-tourism destination.

The project includes eco-friendly infrastructure such as a Mini-Experience center, hanging footbridge, floating docks, viewport structures, and a welcome and departure pavilion, all designed to elevate tourism experiences while maintaining the island’s ecological integrity.

Launched in 2023, the TCC program provides funding and mentorship to local government units (LGUs) for innovative tourism projects.

Bolinao’s project received P15 million under a tripartite agreement between the DOT, the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), and the local government of Bolinao to ensure its implementation and sustainability.

Frasco emphasized that the TCC program champions community-driven efforts, allowing LGUs to propose projects tailored to their unique needs.

“The ideas for the TCC come from the localities themselves, and we ensure these proposals undergo rigorous evaluation, mentorship, and guidance from national and private stakeholders,” she said.

Bolinao Mayor Alfonso Celeste, Pangasinan Board Member Marinor De Guzman, and other local officials expressed gratitude for the DOT’s support in enhancing Bolinao’s tourism potential.

The project embodies a shared vision of uplifting communities through tourism while preserving cultural heritage and environmental integrity.

As part of the event, Frasco also distributed essential kits and P50,000 in accident insurance to 17 DOT-accredited tour guides in Pangasinan, recognizing their vital role in promoting the province’s culture and heritage.

“Tour guides are at the frontlines of our tourism efforts, and we must ensure they have the support and protection they need,” she said.
