DBM releases P5-billion assistance for typhoon victims


Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman has approved the release of P5 billion to enhance the assistance program of Department of Social Welfare and Development (DSWD) for Filipinos affected by typhoons.

According to DBM, this enhancement of Assistance to Individuals in Crisis Situation (AICS) program aligns with the Marcos administration’s directive to address the needs of disaster-affected communities promptly.

“We cannot deny the severe impact of the climate crisis here in the Philippines. Typhoons Nika, Ofel, Pepito, and many more have come and will continue to come. This additional funding for the DSWD is for our fellow citizens affected by the crisis,” Pangandaman said.

“Through this, we are sustaining support for vulnerable and marginalized communities. We are bridging the resource gap required for extensive disaster recovery and sustained support throughout the nation,” the budget chief added.

The DBM stated that the AICS program is a key service of the DSWD, offering medical, burial, transportation, education, and food assistance, as well as financial aid for individuals and families facing emergencies.

The allocation of these additional funds aligns with the special provisions of the 2024 General Appropriations Act (GAA) for utilizing Unprogrammed Appropriations (UA).

These provisions allow funds to be used for essential infrastructure and social programs, including financial aid for low-income citizens, provided there are new or excess revenue collections.
