MMC OKs Pasig City's land and water use plan, zoning ordinance


The Metro Manila Council (MMC) has approved Pasig City's Comprehensive Land and Water Use Plan 2023-2031 and Zoning Ordinance, moving the city one step closer to final ratification for long-term city-wide land use guidance and regulation.

The MMC approved the Metropolitan Manila Development Authority (MMDA) Resolution No. 24-28, s. 2024, titled "Endorsing For Approval and Ratification by the Department of Human Settlements and Urban Development (DHSUD) the Comprehensive Land and Water Use Plan 2023-2031 (CLWUP) and Zoning Ordinance (ZO) No. 63, Series of 2024 of the City of Pasig,” during the Joint Metro Manila and Regional Development Council (RDC) Meeting on Thursday, Nov. 14. 

The approval moved the resolution to its final review and ratification by the DHSUD, which assesses the ordinance or plan to ensure it complies with national urban planning and land use standards. If the ordinance passes this review, the DHSUD will officially ratify it, giving it legal effect and allowing the city to enforce it.

“Sa pagkakaapruba ng nasabing MMDA resolution, nangangahulugan itong papalapit na ang exciting part (With the approval of this MMDA resolution, the exciting part is now close),” the city government said.

It also mentioned that before the resolution reached the MMDA, the CLWUP and ZO underwent Joint Technical Reviews (JTRs) conducted by DHSUD, the MMDA, and Pasig’s City Planning and Development Office (CPDO).

The CLWUP also underwent in-depth analysis by experts and city offices over the past two years, along with a series of public consultations in 2023, it added.

“Ang CLWUP ay ang plano o stratehiya ng pamahalaang lungsod para masiguro na maging wasto at husto ang paggamit ng limitadong kalupaan na nasasakupan ng Pasig (The CLWUP is the city government’s strategy to ensure that Pasig's limited land resources are utilized effectively and sustainably),” the LGU explained.

“Samantala, ang ZO naman ay ang instrumento na siyang nagsasakatuparan sa mga plano/stratehiya na nakapaloob sa CLWUP. Ito ay isang lokal na batas na siyang nagtatakda ng mga regulasyon ukol sa paggamit ng lupa, kagaya ng pagpapatayo ng gusali o pagsisimula ng negosyo (Meanwhile, the Zoning Ordinance (ZO) is the tool that enforces the strategies outlined in the CLWUP. It is a local law that establishes regulations on land use, such as building construction and business operations),” it added.

“Isa ito sa mga ginagamit na batayan para sa pagbibigay ng Locational Clearance na kailangan para sa pagkuha ng building permit at Certificate of Conformance na kailangan naman sa business permit (It serves as a basis for issuing Locational Clearances that are required for building permits and Certificates of Conformance, which are needed for business permits),” it further explained.

The 11th Sangguniang Panlungsod Committee on Land Use Chairperson, Kiko Rustia, who also attended the joint meeting together with Mayor Vico Sotto, said, “Sa kabuuan, ang CLWUP 2023-2031 at ang Zoning Ordinance ay parehong mga dokumento na makakatulong upang mapanatili ang balanseng kaunlaran ng Pasig City, masiguro ang tamang paggamit ng mga resources, at mapabuti ang kalidad ng buhay ng mga residente (Overall, the CLWUP 2023-2031 and the Zoning Ordinance are documents that will support balanced development in Pasig City, ensure the responsible use of resources, and enhance the quality of life for residents).”
