Marcos to new Navy commander: Lead with integrity


President Marcos has expressed confidence that the new commander of the Philippine Navy would lead the Navy with integrity, and surpass any challenges that he might encounter.

Marcos made the statement during the change of command ceremony on Friday, Nov. 15, where the leadership of the Navy was turned over from Vice Admiral Toribio Adaci Jr. to Vice Admiral Jose Ma. Ambrosio Ezpeleta.

"As Vice Admiral Adaci has demonstrated, your predecessors are always difficult acts to follow. But given your competence, your experience, and mental fortitude, I am confident you will continue to lead the Navy with integrity and surpass any challenges that you might confront," Marcos said in his speech.

"I look forward to working with you, and I give you my full support as you build on your legacy. Let us work together as we steer the future in the right direction for a more secure, advanced, and prosperous Bagong Pilipinas," he added.

The President said he was optimistic about Ezpeleta's leadership as he have worked with the Adaci closely prior to assuming the post.

"[Y]ou can attest to the standard it has set for the institution. I expect the same, if not greater, from your leadership," he told Ezpeleta.

In his speech, Marcos also took his time in honoring the service of Adaci, who has served the Armed Forces of the Philippines (AFP) for nearly 40 years.

The Chief Executive recognized that Adaci took the helm of the Navy in 2022 "amid a very challenging time, yet he remained driven by his resolve towards developing a modern and multi-capable naval force."

Marcos said Adaci's leadership has significantly strengthened the country's naval capabilities and enhanced its readiness to face the rapidly evolving challenges of today.

"He was exactly what this country needed: mild-mannered and calm, his presence of mind unshakable despite provocations and attempts to escalate tensions," Marcos said.

"It is through his leadership that we remain firm in asserting our rights in the maritime domain while keeping to our responsibility of safeguarding lives and promoting regional peace and stability," he added.

Under Adaci's command, Marcos further said, the Philippine Navy has achieved countless milestones.

He spearheaded modernization efforts that have equipped the naval forces with advanced assets and technology. These enhancements, Marcos stressed, have bolstered the Philippines' defense posture and improved its ability for humanitarian assistance and disaster response which is now a critical role in our archipelagic nation.

He has also championed regional cooperation and partnership by fostering ties with allies and neighbors and by promoting collaborative efforts towards peace and stability in maritime zones, the President added.

Marcos also acknowledged Adaci's support in the training, growth, and welfare of the men and women of the Navy.

"Vice Admiral Adaci, you leave behind substantial reports of your legacy. Even though not everyone will have the opportunity to read them, those words will come alive in the stories shared by those who served with you," he said.

"On behalf of a grateful nation, thank you for your exemplary and passionate service. We wish you fair winds and following seas as you embark onto your next journey," he added.

Adaci served as the Navy's Flag Officer-in-Command from November 2022 to November 2024. His past roles include Commander of the Naval Forces Western Mindanao from October 2020 to November 2022, and Commander of the Fleet-Marine Ready Force from March 2018 to October 2020.

During Adaci’s retirement ceremony, Marcos conferred on him the Philippine Legion of Honor, Degree of Commander.  

Ezpeleta, on the other hand, served as the Vice Commander of the naval forces from August 2024 to November 2024, Chief of Staff of the PN from August 2022 to August 2024, and Commander of the Naval Forces Southern Luzon from September 2019 to August 2022 prior to becoming Flag Officer-in-Command of the Navy.
