Mendoza, Piñol tussle anew for Cotabato governor

DAVAO CITY – For the third time in 15 years, Cotabato Gov. Emmylou Talino-Mendoza and former Agriculture Secretary Emmanuel “Manny” Piñol will again face each other for governor in the 2025 elections.

Their rivalry rekindled anew when Piñol filed his Certificate of Candidacy for governor on October 8, the last day of filing.

In 2010, then Vice Gov. Piñol challenged Mendoza, who was then seeking her first term, for governor. Piñol lost.

Three years later in 2013, Piñol ran anew against Mendoza but lost again.

Mendoza completed a full three-year term in 2019 and ran for vice governor and defeated Piñol’s younger brother, Socrates.

Her running mate was her father Rogelio, a former soldier and incumbent mayor of their hometown Carmen.

Rogelio lost to Nancy Catamco, the former representative of the second district of Cotabato.

After completing her three-year term as vice governor, Mendoza challenged Catamco for governor and won.

Following his defeat in 2013, Piñol took a break from local politics and focused on his advocacies on agriculture and rural development. 

He joined the campaign team of then Davao City Mayor Rodrigo Duterte in the 2016 presidential elections.

Duterte won and Piñol was appointed Agriculture Secretary. However, he resigned in August 2019 and appointed as chairman of the Mindanao Development Authority and served until October 2021.

Piñol ran for senator in the 2022 elections but lost. 

Following his failed senatorial bid, Piñol said that he is done with politics and will focus on his advocacy.

In 2018 while he was still Agriculture chief, Piñol wrote on his Facebook page: “As I have declared repeatedly, I harbored no plans to run for a political position.”

Piñol started his political career as mayor of his hometown M’lang in 1995 before becoming a governor for three full terms from 1998 to 2007. He was elected vice governor and served from 2007 to 2010.
