Former PACC Chairman Greco Belgica endorsed to run for Manila mayor


Former Presidential Anti-Corruption Commission (PACC) Chairman Greco Belgica was endorsed by the Pederalismo ng Dugong Dakilang Samahan (PDDS) and Reporma Pilipinas to run for Manila mayor in the 2025 elections.

Various religious groups, retired generals, former government officials, lawyers, sectoral leaders, and businessmen have urged and endorsed Belgica to run for the position.

Belgica headed the PACC during the administration of former President Rodrigo Duterte. 

If he wins the 2025 election as mayor of the city, he vowed to continue the fight against corruption, red tape, illegal drugs, and criminality in the city, as well as to clean up city hall and create a more transparent, democratic government, create jobs and new industries in the city, and double social pensions for seniors, students, and solo parents.

"I want to restore a peaceful, cleaner, honest, just, transparent, and accountable government in the city. A government that serves the needs and concerns of the people, especially the poor," Belgica said.

"We must review and simplify government systems and policies to cut through bureaucracy and push for an overhaul of a slow, bureaucratic, corrupt, and abusive local government that mirrors the corrupt national government," he added. 

He stated that he will implement the ideas and principles he has been advocating at the Constitutional Convention in the city.

Aside from those, he also said that he will push for a free economy, create jobs, provide clean and green mass transportation services in the city, and address the flooding problems of the city. 

According to him, all of his platforms aim to secure a more peaceful, clean, orderly, and progressive city where ordinary people and not just politicians can thrive, dream, and succeed to create better lives in the city.  

He added that he will also work for the abolition of real property taxes on homes and private properties. 

Prior to the groups’ endorsements, Belgica has been promoting the same platforms as the main leader of the Pilipino Tayo movement, a group that has been calling on the government to call for a Constitutional Convention.

Former councilor of Manila City Council

Belgica was formerly served as a City Councilor in Manila. He chaired the committee on police, peace and order, fire, and public safety. 

He started and organized the Yeshua Change Agents, who called for and provided training to local governments on how to properly implement the Comprehensive Dangerous Drugs Act in cities and provinces nationwide.

In 2013, he also led the petition that abolished the Pork Barrel System of Congressmen and the president in the Supreme Court. This ruling is now called the “Belgica Ruling.”

As the former chairman of the PACC, Belgica was reported to have filed the most cases in court against corrupt government officials under the President's office, resulting in their imprisonment. He also exposed corruption and established anti-corruption committees in all government offices.
