The two-time Olympian had a rollercoaster front nine before keeping steady in the final nine holes to finish with a four-round total of 11-under 277, 12 strokes behind eventual champion Yin Ruoning. She had earlier rounds of 70, 66 and 71.
Pagdanganan started the round with a birdie on the second hole before stumbling with a double bogey on the par-5 third. She quickly regained her composure by shooting a birdie and an eagle 3 in the next two holes, then followed it up with another birdie on the seventh before fumbling with another bogey on the eighth.
She struggled with back-to-back bogeys starting the 14th, but picked it up with birdies on the 16th and the last hole.
Pagdanganan was actually tied with Fil-Japanese Yuka Saso, who posted a second straight 68.
The former national team member, who now represents Japan, had six birdies against two bogeys.
Yin, meanwhile, had a stellar round of a bogey-free 65 for a 23-under-265 to post a one-shot victory over third-round co-leader Jeeno Thitikul, who shot a 66.
Ryu Haeran, another third round co-leader, fired a 67 for 267 at third.
