President Marcos has transferred the supervision of the National Commission on Indigenous Peoples (NCIP) from the Department of Social Welfare and Development (DSWD) to the Office of the President (OP).

The transfer was made through Executive Order No. 71 (EO 71) dated Oct. 22.
The EO underscored that an agency shall be placed under the Office of the President "only if its mandate or functional concerns require the immediate attention of the President."
"[C]onsistent with the State policy to further promote and recognize the rights of ICCs/IPs (Indigenous Cultural Communities/Indigenous Peoples) within the framework of national unity and development, the NCIP may be to OP," the EO read.
It also noted that President Marcos is authorized to reorganize the administrative structure of the OP in order to achieve simplicity, economy and efficiency.
The order shall take effect immediately, the EO added.
It was signed by Executive Secretary Lucas Bersamin with the authority of the President.
In 2018, the NCIP was placed under the supervision of the DSWD through EO No. 67.
Republic Act (RA) No. 8371 or the "Indigenous Peoples' Rights Act of 1997" created the NCIP as the primary government agency responsible for the formulation and implementation of policies, plans and programs to promote and protect the rights and well-being of ICCs and/or IPs, including the recognition of their ancestral domains and their rights.
