149K people affected by typhoon 'Julian'; Ilocos Norte under state of calamity

Typhoon “Julian” drenched northern Luzon and affected 149,000 individuals, the National Disaster Risk Reduction and Management Council (NDRRMC) said on Wednesday, Oct. 2.

A total of 43,093 families composed of 149,293 individuals from Cordillera Administrative Region (CAR), Ilocos (Region 1), and Cagayan Valley (Region 2) were affected due to Julian, a situational report from the disaster monitoring council showed.

Around 5,300 individuals were displaced due to flooding and landslides. 

A 38-year old man in Brgy. Cabcaborao, San Juan, Abra was reported missing after being swept away by strong current.

Eight other persons were injured in Basco, Batanes at the height of the typhoon.

Local DRRM officers earlier said that at least two people reportedly died due to Julian. The reports are still being validated.

Meanwhile, the entire province of Ilocos Norte, comprised of 21 municipalities and two component cities, was placed under a state of calamity.

“Ang kasalukuyang pinakaworst-hit is Ilocos Norte na bayan po ng ating Presidente (The worst hit area is Ilocos Norte which is the home province of our President [Marcos Jr.]),” said Carmelita Laverinto, officer-in-charge of the Office of Civil Defense (OCD) in Region 1.

More than 78,000 people were affected in Ilocos Norte, including at least 1,000 who were staying in evacuation centers.

Out of the 10 flooded areas in Region 1, four remained inundated in Ilocos Norte. The flooded areas were Pagudpud, Piddig, San Nicolas, and Vintar towns.

There were also 20 roads that were deemed impassable to the public in the province due to flooding.

Fifty-nine houses were also partially damaged in the province. 

Ilocos Region has been pounded by non-stop rains for almost a month now due to the southwest monsoon (habagat) and the recent typhoon Julian, according to Laverinto.

“We are closely monitoring the area and we have sent augmentation teams there for coordination,” she said.
