BSP has new deputy governor


Senior Assistant Governor Atty. Elmore O. Capule has been sworn in as the new deputy governor of the Bangko Sentral ng Pilipinas (BSP) in charge of the Corporate Services Sector.

In a statement on Oct. 11, the BSP announced that BSP Governor Eli M. Remolona Jr. has administered the oath office to Capule on Oct. 10.

Capule, who succeeded former Deputy Governor Eduardo G. Bobier, “will be responsible for ensuring the prudent and effective management of the BSP’s resources in support of its core functions,” said the BSP.

Capule was promoted to Senior Assistant Governor in 2019. He was also Head of the Office of the General Counsel and Legal Services in 2013 and as Assistant Governor in 2016.

A long-time legal expert at the BSP, Capule placed third in the 1987 Bar Examinations. He was hired by the central bank as bank attorney in 1994.

He has served various roles in the central bank, such as head of BSP committees and teams and the central bank’s legislative team.

Capule played a crucial role in the passage of legislation important to the BSP such as: The New Central Bank Act; the National Payment Systems Act; Republic Act No. 11256, the law strengthening the country’s gross international reserves; the Islamic banking law; the Financial Institutions Strategic Transfer Act; the Financial Products and Services Consumer Protection Act; and the Anti-Financial Account Scamming Act.

Capule is a product of the Ateneo de Manila School of Law and completed his Bachelor of Science in Agricultural Business degree from the University of the Philippines in Los Baňos.

He is also a teacher and has taught banking laws at the ADMU School of Law and at the Far Eastern University Institute of Law.

The BSP has five deputy governors. There used to be only three, but amendments to the BSP Charter in 2019 expanded this list from three to five.

The other four deputy governors are: Chuchi G. Fonacier of Financial Supervision Sector; Francisco G. Dakila Jr. of the Monetary and Economics Sector; Mamerto E. Tangonan of Payments and Currency Management Sector; and Bernadette Romulo-Puyat of the Regional Operations and Advocacy Sector.

The sectors handled by Tangonan and Romulo-Puyat were added after 2019.
