DTI: Vape products to undergo stricter scrutiny

The Department of Trade and Industry (DTI) has announced stricter regulations for vaporized nicotine and non-nicotine products (VNNDPs) and heated tobacco products (HTPs) in the country. 

In a statement, the DTI said this move comes through amendments to the Implementing Rules and Regulations (IRR) of Republic Act No. 11900, also known as the "Vaporized Nicotine and Non-Nicotine Products Regulation Act."

According to the DTI, the updated regulations aim to strengthen consumer protection by ensuring all vape and HTP products in the market meet rigorous safety standards. 

"The updated IRR strengthens the functions of the DTI Office for the Special Mandate on Vaporized Nicotine and Non-Nicotine Products, their Devices, and Novel Tobacco Products (OSMV)," the DTI said.

DTI explained that the OSMV will now lead a review to streamline technical regulations for mandatory product certification. 

"All manufacturers and importers of the covered products are required to obtain registration and certification from the DTI through the OSMV," it added.

Currently, only 10 Philippine Standard (PS) Licenses have been issued for these products, with three already suspended due to non-compliance.

The DTI said they would prioritize consumer safety and industry sustainability, thus, the OSMV is urging businesses to ensure their products fully comply with all regulations. 

Non-compliant products pose a risk to public health and hinder the long-term development of the industry.
