Mayor Abby highlights lowering of RPT, other local taxes in 8th SOCA
The lowering of Real Property Tax (RPT) and other local taxes took the spotlight in Makati City Mayor Abby Binay's 8th State of the City Address (SOCA) on Tuesday, Jan. 9, as she announced other programs and initiatives the city government will be undertaking this year.

In her SOCA delivered before the Rotary Club of Makati, Binay said the proposed lowering of RPT and other local taxes aims to entice more business owners to invest in the city as part of the city government's improved efforts to make the city a premiere hub of economic innovation and inclusivity.
“To our partners in the business community, your steadfast support has been integral to our city's growth. In recognition of this, I have ordered a comprehensive review on the possibility of lowering the Real Property Tax and other local taxes,” the mayor said.
Binay explained that the lowering of RPT has become timely and feasible considering the savings the city may have in the amount of P7.9 billion a year.
“Makati’s journey towards innovation and sustainability is linked to the strength of our local economy,” the mayor said, adding that the initiative aligns with Makati’s impressive financial performance in 2023, where business tax collection exceeded its target by 31.74 percent.
Aside from the lowering of RPT and other local taxes, Binay also disclosed the city's key projects for this year which include the full operation of the Makati Life Medical Center, the country’s biggest public-private partnership (PPP) hospital being built through a joint venture agreement between LifeNurture Incorporated (LNI) and the city government of Makati.
“ Makati Life Medical Center represents more than just a healthcare facility; it is a concrete symbol of our city's dedication to the health and well-being of every Makatizen. This hospital stands for our commitment to delivering advanced, quality healthcare. We ensure that every resident of Makati has access to top-tier medical services,” the mayor said.
The facility has a total of 360 beds and 190 doctors' clinics and offers multiple specialty centers which boasts of advanced medical technology and modern facilities focusing on prevention, treatment, and rehabilitation services that include a Cancer Center with a linear accelerator for radiation treatment; a Cardiac Center with a cardiac catheterization lab for angiography, open heart surgery, and organ transplantation surgeries; and a Physical Rehabilitation Medical Center that will use robotics in treating joint and soft tissue ailments.
The hospital also features a hybrid operating room that combines diagnostic imaging and surgical theater in one room to effectively manage complex surgeries. It also has certified heating, ventilation, and air-conditioning (HVAC) system for a clean, germ-free environment.
Binay also announced the upcoming opening of the Makati Columbarium which will provide a dignified and peaceful resting place for departed Makatizens. This project demonstrates the city’s commitment to addressing the needs of its residents in all stages of life, she added.
A state-of-the-art fire and police station is also set to be opened during the first half of 2024, further boosting the city's emergency response capabilities.
The local chief also emphasized the city's commitment to environmental stewardship, including the introduction of electric vehicles to the city's fleet as part of Makati's green initiatives.
Binay expressed her gratitude to the business community as she reaffirmed her commitment to strengthening Makati's position as a center of commerce and innovation.
“Your continued support is critical as we work together to make Makati a beacon of innovation, sustainability, and inclusive growth. With our collective effort, Makati will continue its legacy as a dynamic and thriving city, leading the way in economic resilience, technological advancement, and sustainable urban living. The breakthroughs of my administration are a clear reminder that when a community comes together under a strong leadership, the possibilities are boundless,” the mayor noted.
