CHEd never had clear roadmap for SHS program, says Libanan

The Commission on Higher Education (CHEd) simply didn't have a "well-defined" plan from the start regarding the senior high school (SHS) program in state universities and colleges (SUCs).
House Minority Leader 4Ps Party-list Rep. Marcelino "Nonoy" Libanan claimed that such was the case following CHEd's order for SUCs to essentially stop accepting SHS students.
“It has become apparent that the CHEd from the start never had a roadmap with respect to the SHS programs of SUCs,” Libanan said in a statement Tuesday, Jan. 9.
“They should have drawn up a clear roadmap defining the desired outcome and outlining the steps needed to get there,” he stressed.
Libanan is just one of the House of Representatives members who are up in arms over the commission's issuance of a Dec. 18, 2023 memorandum, wherein it says that SUCs that are still offering the SHS program no longer have the legal authority and the funding to do so.
“Many SUCs are already considered autonomous institutions that exercise independent control over their academic programs," the Minority Leader pointed out.

“There are also SUCs, particularly those in the provinces, that might deem it necessary to have their own ‘feeder’ SHS programs to supply them with high school graduates for specific college courses,” he noted.
“If this is a question of funding, we must also stress that Congress still enjoys the prerogative to provide appropriations on a case-to-case basis,” said Libanan, who added that the subsidy for every SUC was itemized in the annual budget.
Surigao del Norte 2nd district Rep. Robert Ace Barbers earlier accused the CHEd officials of creating another problem for the education sector and overly focusing on minor technicalities.
Barbers said that the CHEd should be helping out the Department of Education (DepEd) by sustaining the SHS program in SUCs.
