Kabataan Party-list Rep. Raoul Manuel would rather see a national government take over of the National Grid Corporation of the Philippines (NGCP) than the proposed involvement of the Maharlika Investment Corporation (MIC) with the grid operator.
"Maharlika investing into NGCP, a private grid corporation owned by China and two Filipino billionaires, will only line the pockets of the rich and the powerful amidst its role in the Western Visayas blackouts. Why not directly use people's funds to nationalize NGCP instead?” asked Manuel in a statement Sunday, Jan. 7.
The Makabayan solon was referring to the widespread power outage that struck various provinces in Western Visayas last Jan. 2.
House members weren't pleased by this development, as some of them squarely blamed the NGCP--a privately owned corporation.
Manuel said that basic utilities such as electricity must be provided to the Filipino people cheaply and accessibly. "However, Kabataan notes that this has not happened under privatization of state assets and foreign ownership in the energy sector brought about by the Electric Power Industry Reform Act (EPIRA)," he said.
The MIC is the entity that manages the Maharlika Investment Fund (MIF), the Philippines' first sovereign wealth fund.
The militant congressman said that instead of placing public funds in the MIF and then investing it in the "inefficient NGCP", he would rather have an assessment of the NGCP's performance based on its franchise.
Manuel also sought to audit its transactions, probe its ownership, "and look into nationalizing NGCP".
Kabataan Party-list also expressed its desireĺ to hold NGCP and related agencies accountable for the blackouts that lasted several days and jeopardized livelihoods and healthcare systems.
“We should not sweep these disasters under the rug just because electricity has been restored. Any disregard of mandate by the NGCP and other entities must be penalized accordingly,” concluded Manuel.
