House expects Senate to deliver on March deadline for Cha-cha bill

The House of Representatives expects the Senate to stand by its word and approve Resolution of Both Houses (RBH) Ho. 6 by March to accelerate the proposed amendments to the economic provisions of the 1987 Constitution.

RBH Ho. 6 author Senate President Juan Miguel "Migz" Zubiri said on Wednesday, Jan. 31, that the Senate’s review of such amendments is due to begin next week.

As far as House leaders are concerned, this is a much-welcome development toward their goal of economic Charter change (Cha-cha)

“We welcome that development because that is what we agreed and have been waiting for since the start of this year,” House Majority Leader Zamboanga City 2nd district Rep. Mannix Dalipe said in a press briefing.

“Senate President Migz Zubiri even gave them a timeline that they will pass it this March. So, the House, we are patient enough in waiting for them to pass it this March,” he added.

Dalipe appreciates that the Senate is “finally sitting down, as what we are requesting” to update the 37-year-old Constitution.

“Maghihintay po kami. Nagsabi naman po ang Senate president na gagawin nila ito, ipapasa nila by March, so the House of Representatives will have that patience in waiting for them to transmit it to us before our Holy Week break, maghihintay po kami,” the lawmaker noted.

Congress will take a break from March 23 until April 28.

Deputy Speaker Rep. David “Jay-Jay” Suarez, meanwhile, urged the Senate to fast-track their discussions on the amendments. He said the Philippine economy is “being left behind” in Southeast Asia.

“How long do we have to wait? When do you want to actually realize the full potential of the country?” Suarez asked.

The Quezon lawmaker said the recent comments against the planned constitutional revision were baseless and mere politicking.

“What we see is the narrative against progress and development is consistent. So, gusto nilang lagyan ng political color yung constitution amendments na pinu-push ng (So, they want to add a political color to the constitution amendments that are being pushed by) House of Representatives when in fact, [they] are purely economic amendments,” he explained.

Suarez is hoping that senators will look past these apparent hurdles and instead hasten its work on passing RBH No. 6

“We look forward to them having decisions quickly,” he stressed. “Let me emphasize, quickly”.
