The government's decision to pool funds for a livelihood program for passenger jeepney drivers and operators is a “significant step” in resolving the issues raised in the implementation of the Public Utility Vehicle Modernization Program (PUVMP).

In a statement, the CHR lauded President Marcos’ order directing government agencies to pool the said funds and Labor Secretary Bienvenido Laguesma’s livelihood program called "enTSUPERneur," which would provide at least P30,000 worth of in-kind livelihood assistance for affected transport workers.

"We take note of the Executive's prerogative to issue an order providing aid and assistance to jeepney operators, in which the vast majority are still members of marginalized communities," the CHR said.

"This ensures that different government agencies work together to create a modernization program that is both inclusive and respectful of everyone's rights," it said.

It also said that “this program clearly represents a significant step forward in responding to the appeal for assistance and taking a compassionate approach to those affected by the PUVMP.”

At the same time, the CHR recognized the deadline extension given for PUV franchise consolidation, since this will now extend until April 30, 2024.

With this extension, the Commission hopes that the government will address more issues faced by PUV operators and drivers and help them transition better with the modernization.

It also said: "The Commission continues to support the government's development initiative while also advocating for advancement that responds to the needs of all people, particularly the vulnerable and marginalized. Let us continue to work together to create a just, inclusive, and progressive nation that upholds the principles of humanity, empathy, and responsiveness."
