Have it your way: House members willing to do 'blood compact' with senators over Cha-cha

House of Representatives members are willing to perform a "blood compact" with senators just to prove that they are amenable to do Charter change (Cha-cha) their way. 

This, as the senators were once again asked Tuesday, Jan. 30 to make good their promise to pass their very own pro-Charter change measure, Resolution of Both Houses (RBH) No.6.

 

“Pass your version of RBH No.6, where there are no political provisions, only economic provisions, and we will be one with the Senate. We will no longer ask for any debates. No questions asked,” House Majority Leader Zamboanga City 2nd district Rep. Mannix Dalipe told a news briefing.

 

“If they want, we can even do blood compact just like that Speaker Ferdinand Martin Romualdez said,” added Dalipe. 

He said that for decades, the Senate has always blocked Charter change (Cha-cha) efforts that were started in the House of Representatives. 

This includes RBH No. 2 during the previous Congress, where a Constituent Assembly (Con-Ass) was proposed to tackle economic amendments to the Charter.

As for the recent People’s Initiative (PI)--another mode of constitutional revision--senators have been apprehensive of it too, allegedly due to the belief that it would serve as the key to political amendments. They have also accused the House of spearheading it, which is a big no-no under the Constitution. 

No less than Senate President Juan Miguel "Migz" Zubiri led the filing for RBH No.6 last Jan. 15. 

His House counterpart, Speaker Martin Romualdez, has repeatedly committed to adopt RBH No.6 once it is approved by the senators. 

This basically means that the House of Representatives will brush aside its own Cha-cha efforts in favor of the Senate's measure.

The House and Senate are co-equal branches of the Philippine legislature.
