'For integrity': Salceda tells PCSO to hire gaming auditor

Amid allegations of manipulated Lotto results, the Philippine Charity Sweepstakes Office (PCSO) was told by Albay 2nd district Rep. Joey Salceda to acquire the services of a third-party organization as a way to audit the games’ integrity.
“Like that case where the winner is from Ligao [Albay] and just because your GM (General Manager)[Mel Robles] is also from Ligao, and therefore 1+1= P571,000,000, tama ba yun? (is that correct?),” Salceda asked PCSO on Tuesday, Jan. 30.
“That’s why if you have a games integrity auditor then we don’t have to worry about that,” he stressed. “It’s worth spending on”.
Salceda was referring to the lone bettor from Ligao who bagged the P571-million jackpot prize of the Ultra Lotto 6/58.
This lucky draw came under scrutiny from netizens due to the PCSO’s alleged manipulation of the result. In a subsequent report, the bettor confirmed the legitimacy of their winnings.
“Can we recommend this (games auditor) para hindi na kayo pagbibintangan? (so you won’t be accused anymore)?” the veteran solon asked the PCSO representative, lawyer Kat Contacto.
“We will look into it but rest assured, we welcome the comments and we will consult with management about it,” replied Contacto.
In its 90 years of existence, the PCSO has never been audited by a third-party organization on the integrity of their games, Contacto admitted to Salceda.
Contacto, however, noted that they do have annual ISO certification for game processes. Representatives of the Commission on Audit (COA) also observe their operations daily.
“ISO does not guarantee your games’ integrity,” Salceda shot back. “COA does not know anything about integrity of games."
The congressman made this recommendations as chairman of the Committee on Ways and Means during a joint public hearing with the Committees on Senior Citizens and on Persons with Disabilities.
