BCDA to relocate Air force housing to New Clark City

State-run Bases Conversion and Development Authority (BCDA) will transfer the Philippine Air Force (PAF) housing facilities from Air Force City, Clark Freeport Zone in Pampanga to New Clark City in Tarlac.

In a statement on Tuesday, Jan. 30, the BCDA said the relocation project would cost P4.24 billion, with P742 million allocated for the first phase of site development.

The second phase will be allotted for PAF housing construction and support facilities which cost P3.5 billion, the BCDA said.

The BCDA said that the relocation would pave the way for economic development in Clark Freeport Zone, including the establishment of the 100-hectare mixed-use commercial and lifestyle area known as the Clark Central Business District (CBD). 

Additionally, PAF's relocation would allow the construction of a second runway within the Clark International Airport (CRK) terminal.

Joshua M. Bingcang, BCDA president and chief executive officer, said that they have designated an 85-hectare property in New Clark City for development and construction management services, which will be open for public bidding.

“With the support of the Marcos administration, the BCDA is now ready to commence the relocation of PAF’s housing and operational facilities,” Bingcang said.

The project was signed by the Department of National Defense and BCDA through a memorandum of agreement (MOA) dated August 2019.

The MOA allowed the transfer of lodging facilities to New Clark City and other operational infrastructures moved to the 147-hectare area OMNI Aviation nearby CRK.

“Once completed, this project will allow us to provide modern and world-class facilities for the Air Force and at the same time free up 300 hectares of prime property in the middle of Clark’s commercial area,” Bingcang said.

The BCDA chief believed that this would open more opportunities in Clark, stating “Clark still has so much to offer, and we are committed to bringing out its full potential for the benefit of the people of Pampanga and nearby provinces.”

“We always ensure that the new facilities we construct are designed to address the needs of our soldiers, and are completed at the highest possible standards,” he added.
