ARTA to conclude survey on top performing agencies in May

The Anti-Red Tape Authority (ARTA) that its ongoing Report Card Survey (RCS) 2.0, which aims to provide a scientific way of rating the delivery of government services, will end in May this year.

In a televised briefer, ARTA director-general Secretary Ernesto Perez said the survey being conducted by an independent survey company started in November and is expected to finish within the year's second quarter.
"Habang tayo ay nag-uusap, patuloy po iyong kanilang pagko-conduct ng survey at magtatapos iyong kanilang survey sometime May this [year] (They are conducting the survey as we speak and they will finish it sometime in May this year)," he said on Wednesday, Jan. 3.
"Iri-report nila saan iyong mga government agencies na naging compliant doon sa mga requirements ng Ease of Doing Business. Iyon naman pong hindi naging compliant, nagbibigay po tayo ng rekomendasyon para lalo pa pong mapaigting, mapabilis ang kanilang serbisyo (They will report which government agencies were compliant with the Ease of Doing Business requirements. Those who have not be compliant, we will make recommendations to improve their service)," he added.
According to Perez, the public will have the chance to rate the government through the survey.
"[This is] one way of having a more scientific way of rating the kind of services that government agency offered to the public. At ang publiko din po mismo ay magkakaroon ng oportunidad para kanilang i-rate iyong (The public will have the opportunity to rate) the kind of service that they got from the agency that they deal with," he said.
"This will put all government agencies on their toes, knowing that they are being rated by the way they render service to the public," he added.
The Congress has granted ARTA P10 million to conduct the said survey.
"Nabigyan po tayo ng budget ng ating Kongreso na P10 million, kasi nakikita natin iyong (The Congress gave us a budget of P10 million, because we see the) effectiveness of the system once fully implemented," Perez said.
The survey started in 2021 and now covers 860 government agencies, including 300 national government agencies, 200 local government units, 150 state universities and colleges, and 50 government hospitals and water districts.
According to ARTA, the RCS measures the effectiveness of the Citizen’s Charter in reducing regulatory burdens and the impact of the human resource systems and programs in delivering efficient government service.
"It focuses on measuring the quality, efficiency, and adequacy of government services through evaluation of the streamlining initiatives of government agencies and local government," it said.
