- Business-Friendliness and Competitiveness

The DILG also turned over the P2.3 million incentive check to the LGU.
“Kailangan maintindihan natin na mahalaga ang may pamantayan. Mahalaga na mayroong tayong standard na sinusunod (We have to understand the need for standards that must be followed and observed)," Teodoro said.
"Setting the standard for transparency and integrity and more importantly efficiently and effectively deliver the services of the government," he added.
"The Seal of Good Local Governance Incentive Fund, a financial reward for your city's outstanding performance, stands as a testament to the national recognition and support garnered,” Agustin explained.
"As we celebrate this achievement, let us not forget the responsibilities that come with it. The Seal of Good Local Governance is a constant reminder that the expectations are high, and the bar has been set. Let us use this recognition and the accompanying incentive fund as motivation to strive for even greater heights in the service of our people," she added.
Enacted through Republic Act No. 11292 or "The Seal of Good Local Governance Act of 2019," SGLG is an institutionalized award, incentive, honor and recognition-based program that encourages LGUs’ commitment to continuously progress and improve their performance in various governance areas.
To receive the SGLG award, the DILG explained that the LGUs must pass the assessment criteria across various governance areas, namely financial administration, disaster preparedness, social protection, and sensitivity.
It also includes health compliance and responsiveness, sustainable education, business-friendliness and competitiveness; safety, peace and order; environmental management; tourism, heritage development, culture and arts; and youth development.
