BOC intensifies digitalization to hit collection target
Customs plans to raise P959 B in 2024

The Bureau of Customs (BOC) is aiming to ramp up its digitalization processes in trade and border controls in order to meet its revenue collection target this year.
In a statement, Customs Commissioner Bienvenido Y. Rubio said the bureau is planning to increase collections by 15 percent to 20 percent to reach this year's P959 billion goal.
The 2024 revenue assumption is 9.7 percent higher than last year's target of P874.16 billion, which the BOC surpassed by raising over P883.6 billion.
Rubio said this year's target would be attained by closely monitoring and consistently improving modernization projects.
These initiatives include the Enhanced Value Reference Information System (e-VRIS), which is a critical risk assessment tool for safeguarding government revenues and facilitating trade.
It is also developing an ICT-enabled clearance system for express shipments and is drafting Customs Administrative Orders (CAO) and Customs Memorandum Orders (CMO) for e-commerce to prevent revenue leakages.
The BOC also emphasized the utilization of its Customs Customer Care Portal in reducing face-to-face transactions and promoting transparency.
Rubio also affirmed that the Customs will strengthen border control by engaging and collaborating with other law enforcement agencies for seamless coordination and information sharing against the entry of illicit goods, contraband, drugs, and high-value commodities that pose a significant threat to the agency's revenue collection performance.
It will also fully implement the National Customs Intelligence System (NCIS) that will enhance actionable intelligence, support case build-up, and conduct risk profiling and analysis to curb smuggling effectively.

In addition, the BOC chief also reported that it seized over P43.295 billion worth of illegally imported and illicit goods in 2023, while about 96.99 percent of its customs processes were already digitalized.
Department of Finance Secretary Ralph Recto emphasized the commitment of his office to collaborate closely with BOC and other agencies to achieve the P4.3 trillion target with the Bureau of Internal Revenue.
