Vice President and Secretary of the Department of Education (DepEd) Sara Z. Duterte delivered her second Basic Education Report (BER) on Thursday, Jan. 25.
“Araw-araw, ibat’-ibang hamon ang kinakaharap natin at hindi po natin itinatanggi na maraming pagsubok ang dumarating sa Kagawaran ng Edukasyon (Every day, we face various challenges, and we do not deny that many trials come to the Department of Education),” Duterte said.
After laying down her plans for the basic education sector last year, Duterte reported updates and ways forward on the programs and projects pursued by DepEd under the MATATAG Agenda.
“As we stand here today, we reaffirm our commitment to this colossal endeavor, unfazed by the unthinkable,” Duterte said. “We will bravely take the challenge of sustaining our actions in our MATATAG agenda,” she added.
MATATAG stands for MAke the curriculum relevant to produce competent and job-ready, active, and responsible citizens; TAke steps to accelerate delivery of basic education facilities and services; TAke good care of learners by promoting learner well-being, inclusive education, and a positive learning environment; and Give support to teachers to teach better.

During last year’s BER, Duterte unveiled the MATATAG Agenda which aims to address challenges and issues in basic education.
“Although we have made strides during the first year of the MATATAG agenda, there is so much left to be done,” Duterte said. “DepEd will build on what we have started and even expand our MATATAG commitments,” she added.
President Ferdinand Marcos, Jr. along with other high-ranking government officials diplomats, education partners, and DepEd officials joined this year’s annual report for basic education.

During the 2024 BER, Duterte cited the updates on the MATATAG Agenda wherein she highlighted the launch of the revised K to 10 curriculum; learning recovery efforts; health and nutrition initiatives; and assistance for teachers.
“As we persevere to change the educational landscape in our country, we take inspiration from our fellow Filipinos,” Duterte said. “We all know that the path to one’s success if oftentimes rough but with strong hearts and firm ambitions, we shall overcome,” she added.
In her first BER last year, Duterte stressed that “Filipino learners are not academically proficient” and oftentimes, they “experience emotional abuse and exhaustion.”
Duterte also noted then that “some Filipino learners suffer from psychological fatigue” and that being academically insecure, “many of them may fail to meet the standards of the demanding and competitive world.”
In BER 2023, Duterte cited that the status of Filipino learners was “caused and triggered by conditions present at home, in our communities, and even in our schools as a result of problems ingrained in our system.”
