PI movement attains 12% signature requirement; petition filing next--Salceda

Citing personal sources, Albay 2nd district Rep. Joey Salceda told House reporters Wednesday, Jan. 24 that People’s Initiative (PI) proponents have successfully achieved the 12 percent threshold for signatures needed by the movement.

"We’ve reached the 12.1 [percent] threshold," Salceda, a known supporter of PI, said in a chance interview.

Now, all that's left to do is to file the petition before the Commission on Elections (Comelec), which would then carry out the validation of the signatures.

A PI is where the Filipino people can directly propose amendments to the Constitution. For a PI petition to succeed, it requires signatures from 12 percent of the total number of registered voters nationwide.

Three percent of registered voters in every legislative district must also be represented and must endorse the petition.

Salceda claimed that the three percent requirement has also been fulfilled. "Yes. We’ve already reached the mandate of the people. So the constitutional, the Constitution should operate."

"Well, talagang inaayos lang [ang filing] (they're just preparing for the filing)...of course the request for validation by the Comelec is the necessary next step," he said when asked when the petition would be filed.

The Bicolano is among the many members of the House of Representatives who are pushing for Charter change (Cha-cha), specifically the lifting of the restrictive economic provisions in the 1987 Constitution.

Responding to critics' allegations that the PI is actually a "politicians' initiative", Salceda said: "Madali naman po talagang mag name-calling. Pero yung 12.1 percent of the population that signed on I think, masyado naman mababaw ang tingin mo sa mga tao kung ganun. Hindi mo basta-basta mapapapirma yun."

(It's easy to resort to name-calling. But don't belittle the 12.1 percent of the population who signed on. It's not easy to get signatures from people.)

Salceda, chairman of the House Committee on Ways and Means, also appeared to shrug off the Senate's sudden decision to no longer pursue Resolution of Both Houses (RBH) No.6. Filed by Senate leaders only last Jan. 15, RBH No.6 seeks the formation of a Constituent Assembly (Con-Ass) for the purpose of constitutional revision.

"Well, the Constitution is alive. Buhay na buhay po ang Konstitusyon (The Constitution is very alive)," he said.

"Ang isyu ngayon ano ba ang maganda para sa kinabukasan ng Pilipinas. Napag-iwanan na tayo at alam ng mga tao yan," Salceda further said.
