PBBM approves promotion of MPD top cop, PNP's community affairs chief
President Marcos has approved the promotion of two senior police officials to the rank of Police Brigadier General, which includes the top cop of the Manila Police District (MPD).

Police Gen. Benjamin Acorda, Jr., chief of the Philippine National Police (PNP), led the oath-taking and donning of ranks for Police Brigadier General Restituto B. Arcangel, the Director of the Police Community Affairs and Development Group (PCADG), and Police Brigadier General Arnold Thomas C. Ibay, currently serving as the MPD director.
“As you assume higher positions, the weight of greater responsibilities rests upon you. I have complete confidence in your ability to face the challenges that lie ahead,” said Acorda.
“The rank you now hold and the solemn oath you have taken serve as constant reminders of the immense trust bestowed upon you by the organization, your fellow officers, and the Filipino people,” he added.

Acorda urged the two newly-promoted generals to continue pursuing ways to improve peace and order, and win the trust and support of the people in various communities.
Both Ibay and Arcangel are members of the Philippine National Police Academy (PNPA) Class 1996.
Their promotion came amid the reported demoralization in the PNP over the delayed promotions of senior officers since last year.
