Has the Senate misled President Marcos on the matter of Charter change (Cha-cha)? House Deputy Majority Leader Zamboanga City 2nd district Rep. Mannix Dalipe thinks so.
Dalipe came up with this conclusion after he learned Tuesday, Jan. 23 that, as per Senate Majority Leader Joel Villanueva, "a lot of senators are not interested anymore in pushing for" Resolution of Both Houses (RBH) No. 6.
"If Senator Villanueva's assertions are accurate, it is indeed regrettable that President Ferdinand R. Marcos Jr. has been fed with false information, having been led to believe that the Senate had already pledged its support for constitutional economic reforms, as earlier announced by Senate President Juan Miguel Zubiri," Dalipe said.
Filed last Jan. 15 by no less than Zubiri and fellow ranking senators, RBH No.6 is somewhat of a unicorn as it is a rare pro-Cha-cha measure from the Senate.
Unlike the House of Representatives, the Senate has been traditionally lukewarm to constitutional revision. It is for this reason that the filing of RBH No.6 was a big deal.
"Speaker Romualdez has even extended a welcoming hand in response to the Senate's favorable pronouncement on constitutional economic reforms, highlighting a collaborative approach for the greater good of the Filipino people," noted Dalipe.
Senators are reportedly dropping RBH No.6 amid their growing sentiment that it is the Romualdez-led House that is pulling the strings for the PI. Romualdez has repeatedly denied this.
Before the filing of RBH No.6, Zubiri and some of his colleagues reportedly met with President Marcos in Malacañang. It was supposedly there that the Senate leaders were given and accepted the task of studying potential economic Cha-cha.

Referring to the allegations of Romualdez's involvement in the PI movement, particularly the ongoing signature drive, Dalipe said, "it is disheartening that certain senators perceive ghosts without substantial evidence."
"Unjustly implicating Speaker Ferdinand Martin G. Romualdez in relation to the people's initiative only serves to foster unwarranted doubts and distractions," he added.
"[Amid] this disturbing development, it is worth noting that over the past 36 years, the Senate has unfortunately blocked repeatedly efforts to amend the outdated 1987 Constitution and depriving the Filipino people of a better Philippines," said Dalipe.
The House majority leader says it is crucial for the congressmen and senators to set aside their differences and unite their efforts to bring about meaningful constitutional reforms that will positively impact the nation.
