Will Robin Padilla lead Senate's review of the 1987 Constitution's economic provisions?

Deviating from its original plan, the Senate on Monday, January 22 referred "Resolution of Both Houses (RBH) No. 6 proposing amendments to Articles XII, XIV and XVI of the 1987 Constitution" to the Senate Committee on Constitutional Amendments and Revision of Codes chaired by Sen. Robinhood Padilla.

This is different from what Senate President Juan Miguel "Migz" Zubiri mentioned a week ago when he announced that the Senate, as tasked by President Marcos, will take the lead in reviewing the economic provisions of the 1987 Constitution.

Zubiri stated in a press conference on Jan. 15 that for the purpose of amending the existing Charter, Sen. Juan Edgardo "Sonny" Angara will be tasked to lead a subcommittee on constitutional amendments, citing the need for a lawyer to tackle the resolution. RBH 6 which Zubiri drafted together with Senate President Pro Tempore Loren Legarda and Angara, was also filed on Jan. 15.

However, just after Sen. Pia Cayetano was designated as the new Senate Blue Ribbon Committee chairperson, all senators who were present proceeded to an all-member caucus. Details of the caucus have not yet been divulged as of writing.

After three hours, the plenary session resumed and proceeded with the reference of business. RBH 6 was referred to Senate Committee on Constitutional Amendments and Revision of Codes and no mention of a subcommittee was made.

Last week, Zubiri even appealed to Padilla not to be offended by the sudden decision of the planned creation of a subcommittee for the said purpose.

On Jan, 18, the Senate President allayed fears that political revisions to the existing Charter may be proposed in the Senate's journey in amending economic provisions. He mentioned that almost all the senators he spoke with only agreed to economic amendments.

"That’s why the public need not fear our push for simple but meaningful amendments to the Charter," he said.

Padilla's constitutional amendments panel is taking the lead in Charter change talks in the Senate, but which some senators feel are geared towards changing the country's political landscape.

When reporters asked Senate Majority Leader Joel Villanueva, he replied: With what's happening sino pa kayang Senador ang interesado sa RBH? (With what's happening who among the senators would still be interested in RBH?)"
