Marcos: Conserve energy in gov't amid El Niño

President Marcos has ordered all government agencies to accelerate the implementation of the Government Energy Management Program (GEMP) to conserve energy amid the high demand due to the El Niño.

Malacañang issued Administrative Order (AO) No. 15 on Monday, Jan. 22, ordering national government agencies, including government-owned or -controlled corporations (GOCCs), to boost GEMP efforts to save energy.

In his AO, Marcos cited the need to fully implement the GEMP to help save energy during the dry spell.

The GEMP is a government-wide program aimed at reducing the government's monthly consumption of electricity and petroleum products through efficient use and conservation of energy and fuel, among others.

"There is a need to intensify efficient utilization and conservation efforts of electricity and fuel to mitigate power demand amidst the ongoing El Niño phenomenon," Marcos said in his AO.

With this, President Marcos ordered all national government agencies and instrumentalities, including GOCCs, to "undertake efforts to ensure the efficient and judicious utilization of energy." Local government units (LGUs) are likewise encouraged to do the same.

With this, Marcos instructed all government agencies to accelerate the implementation of GEMP by conducting energy audits from Certified Energy Auditors and cooperating with random energy spot-checks.

He likewise ordered them to submit an inventory of existing energy-consuming equipment, such as lighting, heating, and vehicles, and timelines for upgrading to more efficient equivalents.

The agencies are also directed to comply with the Department of Energy (DOE)'s Guidelines on Energy Conserving Design of Buildings, as well as the Philippine Green Building Code for new building construction and retrofits.

They must also adopt low-cost energy efficiency and conservation (EEC) measures such as maintaining a temperature of 24 degrees Celsius in airconditioned spaces, turning off unused lights and air-conditioning units, and activating sleep settings on office equipment.

Marcos also told agencies to institutionalize EEC in their respective offices and establish a mechanism for monitoring the energy consumption in their respective offices.

Meanwhile, the DOE and the Presidential Communications Office (PCO) are tasked to develop effective ways of communicating EEC measures to all government offices and the public.
