ARTA boosts eBOSS implementation


The Anti-Red Tape Authority (ARTA) has joined forces with the Department of Trade and Industry (DTI), Department of Interior and Local Government (DILG), and the Department of Information and Communications Technology (DICT) to accelerate the establishment of electronic Business One-Stop Shops (eBOSS) by local government units (LGUs) nationwide.

In a TV interview on Jan. 3, ARTA Secretary Ernesto V. Perez identified 19 LGUs that already have streamlined eBOSS systems. 

About 16 of these namely Metro Manila cities Manila, Marikina, Quezon, Navotas, Valenzuela, Malabon, Muntinlupa, Paranaque, and Pasay; as well as San Fernando City, La Union;  Ilagan City, Isabela; Batangas City, Batangas; Lapu-Lapu City, Cebu; San Roque, Northern Samar; Cagayan de Oro City, Misamis Oriental; and Balanga City, Bataan, have been awarded a certificate of commendation by ARTA.

“It is an honor to be working with the DILG, DICT, and DTI to hasten President Marcos Jr.'s thrust to improve government service delivery to Filipinos. As we heed the directives of the PMS [Presidential Management Staff], we have no doubt that we are well on our way towards more digitalized and streamlined processes,” said Perez.  

LGUs are mandated to fully operationalize their respective eBOSS three years after the effectivity of Republic Act 11032 or the Ease of Doing Business (EODB) and Efficient Government Service Delivery Act of 2018.

eBOSS aims to serve as a unified application platform where citizens, especially business owners, can upload documents for business licensing, permits, clearances, and authorizations processing; issuance of electronic tax bills or tax order payments, barangay clearance and fire safety inspection certificate integration.

The PMS will spearhead the push for the mandatory implementation of eBOSS while DILG, DICT, DTI, and ARTA monitor and facilitate the compliance of LGUs.

ARTA conducted a EODB compliance audit with partner agencies to determine compliance and non-compliance of LGUs, along with evaluating best practices.

An eBOSS Caravan will be conducted this year.
