Evaluation of PNP promotion involving third-level officers done in 30 days, says Abalos

Department of the Interior and Local Government (DILG) Secretary Benjamin “Benhur’’ Abalos Jr. vowed that the processing of third-level police officer promotions will be completed within 30 days as long as the documentary requirements are complete.
This is based on Resolution No. 2023-1704 released by the National Police Commission (NAPOLCOM) which prescribes a 30-day timeline to complete the processing of recommendations for the promotion of police officers with ranks colonel to lieutenant general.
Abalos, who is the concurrent ex-officio chairperson of NAPOLCOM, stressed that imposing a strict timeline "to promote efficiency and transparency" is necessary to avoid partiality in the processing of the recommendations for promotion of third-level officers.
“Habang patuloy nating inaasahan ang kapulisan na siguruhing ligtas ang ating mga lansangan, nais rin naman nating suklian ang kanilang tapat na paglilingkod sa ating bansa at sa mga mamamayan (While we expect the police force to ensure the safety of our streets, we also want to pay them back for their loyalty in their service to the country and the public)," Abalos said.
Through this latest NAPOLCOM resolution, Abalos noted that there is a systematic way of processing the promotion of the deserving Philippine National Police (PNP) officers.
The DILG stated that Section 14(e) of Republic Act (R.A.) No. 6975 or the DILG Act of 1990, as amended, authorizes NAPOLCOM to develop policies on the promotion of members of the PNP.
The DILG added that the said NAPOLCOM resolution also states that only the Office of the PNP chief and its designated focal person or office shall be provided with access to the information and status of recommendations for pending PNP promotions.
“The concerned PNP focal person or office is also advised to utilize such information with utmost confidentiality per Republic Act (RA) 10173 or the Data Privacy Act of 2012," the DILG specified.
After NAPOLCOM’s evaluation and also the confirmation of the Civil Service Commission, the DILG explained that the promotional folders/documents will then be forwarded to the Office of the Executive Secretary before the approval of the President.
