Police identified the victim as Weber Mondragon, 51, of Barangay San Benito, Calatrava, Negros Occidental.
Police Lt. Col. Eduardo Corpuz, San Carlos police chief, said the victim, who recently moved to San Carlos City to be with his live-in partner, was walking when two unidentified persons tailed and shot him once in the head.
The victim died on the spot and police recovered from the crime scene two spent cartridges and a deformed .45 caliber slug.
Lawmen have two persons of interest captured in a closed-circuit television (CCTV) camera footage and seen by witnesses.
Police are looking into personal vendetta or illegal drugs as possible motives in the killing.
Corpuz said the victim was arrested for a drug offense and released last year from jail.
