Taguig voters to elect 12 councilors in each district in May 2025 elections


Voters in Taguig will be electing 12 councilors in each of the city's two districts in the May 12, 2025 local and national elections. 

This will be implemented after the Senate and House of Representatives adopted Concurrent Resolution 23, authored by Senator Alan Peter Cayetano, adding the 10 EMBO (enlisted men’s barrio) barangays to the two legislative districts in Taguig and Pateros “in Order Not to Disenfranchise the Registered Voters Therein and Confirming the Increase to Twelve (12) of the Number of Councilors in Each Councilor District of the City of Taguig for Purposes of Fair and Equitable Representation.”

The Commission on Elections (Comelec) also issued Resolution No. 11069 dated Sept. 25, approving the inclusion of the 10 EMBO barangays in Taguig’s two districts. 

In its resolution, the Comelec adopted Taguig City Ordinance 144, or an “Ordinance Including the Ten (10) EMBO Barangays in the Two (2) Legislative and Councilor Districts of the City of Taguig and Increasing the Number of Councilors in Each District to Twelve (12) for Purposes of Voting the Representatives to the House of Representatives and the Elective Members of the Sangguniang Panlungsod.” 

“Now therefore, after due deliberation, the Commission En Banc, by virtue of the powers vested in it by the Constitution, the Omnibus Election Code, the Administrative Code of 1987 and other relevant statutes, hereby resolves to adopt the herein recommendations of the Election Records and Statistics Department (ERSD) and the Office of the Deputy Executive Director for Operations (ODEDO) to favorably consider Ordinance No. 144 of the Government City of Taguig for the (1) Increase in the number of seats for the Sangguniang Panlungsod, from eight (8) to twelve (12) for each councilor district.” 

The 10 EMBO barangays were transferred to Taguig from Makati based on a Supreme Court decision. These are  Cembo, Comembo, East Rembo, Pembo, Pitogo, Post Proper Northside, Post Proper Southside, Rizal, South Cembo and West Rembo.

Instead of choosing eight councilors, voters in Taguig will be electing 12 councilors in each district next year. 

Comembo, Pembo and Rizal have been added to the first legislative of Taguig-Pateros. The district will now have 18 barangays including Bagumbayan, Bambang, Calzada, Hagonoy, Ibayo-Tipas, Ligid-Tipas, Lower Bicutan, New Lower Bicutan, Napindan, Palingon, San Miguel, Santa Ana, Tuktukan, Ususan and Wawa. 

Added to the second legislative district of Taguig are Cembo, East Rembo, Pitogo, Post Proper Northside, Post Proper Southside, South Cembo and West Rembo. 

The district will now have 20 barangays including Central Bicutan, Central Signal Village, Fort Bonifacio, Katuparan, Maharlika Village, North Daang Hari, North Signal Village, Pinagsama, South Daang Hari, South Signal Village, Tanyag, Upper Bicutan and Western Bicutan.

According to the concurrent resolution, the 10 EMBO barangays have about 336,873 residents including 208,716 registered voters. This increased Taguig’s population to 1.3 million.
