Typhoon ‘Carina’ claims six lives – NDRRMC

Typhoon "Carina" killed at least six persons as it moved near the northern boundary of the Philippine Area of Responsibility (PAR) and crossed Taiwan on Thursday morning, July 25, the National Disaster Risk Reduction and Management Council (NDRRMC) said.

In its latest situational report, the NDRRMC reported 14 deaths related to the combined effects of Carina, southwest monsoon (habagat), and the previous tropical depression “Butchoy”.

Six of them were newly recorded and eight were logged last week before Carina formed and entered the PAR.

Of the six new fatalities, one was already confirmed by the NDRRMC: a 40-year-old man who drowned in Quezon City. A witness saw the floating body of the victim while the former was securing his L300 van from waist-deep floodwater.

Meanwhile, five more deaths were undergoing validation in Calabarzon (Region 4A), which covers Batangas where a landslide hit a community in Agoncillo town and reportedly killed a pregnant woman and three minors.

One person was also reported missing in Calabarzon.

The NDRRMC said it was validating a report from the Philippine National Police (PNP) that the death count already reached 21.

19K displaced

A total of 19,656 individuals (4,868 families) were displaced by Carina across the country, according to the NDRRMC.

More than 18,000 were taking temporary shelter in 205 evacuation centers in the National Capital Region (NCR), Ilocos (Region 1), Cagayan Valley (Region 2), Central Luzon (Region 3), Region 4A, Mimaropa (Region 4B), Bicol (Region 5), Western Visayas (Region 6), Central Visayas (Region 7), and Cordillera Administrative Region (CAR).

The NDRRMC has provided P776,996.63 worth of food and non-food relief items to victims of Carina in Regions 1, 2, 4B, 5, and 6. 

Help is on the way for other typhoon victims as there remains a total of P3,785,420,885.60 in standby funds and prepositioned relief stockpiles from the Office of Civil Defense (OCD) and Department of Social Welfare and Development (DSWD).

More than 700 heavy equipment and machineries as well as 4,900 workers were also prepositioned in CAR, NCR, Regions 1, 2, 3, and Zamboanga Peninsula (Region 9) for debris clearing and civil works to jumpstart the recovery of the affected areas.

The NDRRMC said 76 road sections were still under maintenance and being monitored: 41 were not passable to the public and 35 were passable to heavy vehicles only due to flooding.
