San Juan LGU apologizes for 'basaan' chaos

The San Juan City local government on Wednesday, June 26, apologized to the public for the alleged unruliness of some of its residents during the conduct of traditional "basaan" (water-dousing) activity that was part of the Wattah! Wattah! Festival 2024 commemorating the feast of the city's patron saint, St. John the Baptist.

In some social media posts, several San Juaneños were seen dousing water on several motorists and bystanders despite being asked not to so. This earned the ire of those doused and netizens as well.

"Humihingi kami ng paumanhin sa nangyaring kaguluhan sa "basaan" noong kapistahan ni San Juan Bautista. Ang 'basaan' ay isang relihiyoso at pangkulturang tradisyon na isinasagawa sa San Juan tuwing taunang pagdiriwang ng Kapistihan ni San Juan Bautista. Ito ay sumisimbolo sa binyagang isinagawa nina Hesukristo at San Juan Bautista, na ginugunita sa kapistahan ni San Juan Bautista tuwing ika-24 ng Hunyo. Ipinagmamalaki ng Lungsod ng San Juan ang tradisyong ito bilang bahagi ng pagkakakilanlan ng Lungsod (We would like to apologize for the alleged chaos during the "basaan" activity on the feast of St. John the Baptist. Basaan' is a religious and cultural tradition annually held in San Juan every 24th of July symbolizing the baptism of Jesus Christ by St. John the Baptist. It is a tradition the whole city of San Juan is very proud of)," San Juan's Tourism and Cultural Affairs Office said in a statement.

The office said it has already received reports of the alleged chaos and unruliness of residents during the activity, and assured the public that the city government will seriously respond to all of it.

"Kami ay aktibong nangangalap ng ebidensya ng kaguluhan sa nasabing kaganapan. Ang mga isinumiteng video ay sinusuri upang matukoy ang mga lumabag sa City Ordinance No. 51, series of 2018, at iba pang umiiral na batas. Kung kayo ay may mga pruweba ng paglabag sa batas noong Hunyo 24, maaaring isumite ang ebidensyang videos o photos sa City Tourism and Cultural Affairs Office ng Lungsod upang ito ay maproseso at malaman ang pagkakakilanlan ng mga lumabag (We are actively collecting evidence of the chaos during the event. All submitted videos are being scrutinized to determine the individuals who violated City Ordinance No. 51, series of 2018, and other laws. If you have photo or video evidences of people violating the ordinance on July 24, you may submit it at the City Tourism and Cultural Affairs Office for processing and identification of violators)," the city government noted.

It said the evidence will be sent to the San Juan City Police for appropriate investigation and legal action.

Tinitiyak namin na gagawin namin ang lahat ng kinakailangang hakbang upang masigurong pananagutin ang lahat ng mga lumabag nang naaayon at upang hindi na ito maulit pa sa mga susunod na pagdiriwang (We are extending our heartfelt apologies for those affected by the chaos brought about by some who attended the celebration. We are ensuring the public that we will do all necessary steps to make sure that those who violated the city's ordinances on the celebration will be punished by the law)," the city explained.
