CEBU CITY – Over 4,000 individuals benefited from the free Theoretical Driving Course (TDC) seminars that the Land Transportation Office-Central Visayas (LTO-7) offered in the first quarter of this year.
The LTO-7 reported that 4,766 individuals in Region 7 have received TDC certificates of completion. A TDC is needed for the application of a driver’s license.

“We are happy with the outcome of our first quarter for 2024 and looking forward to more graduates in the next few months especially that the thrust of our LTO chief Atty. Vigor Mendoza III is to intensify our ePatrol Mobile Service which features our free TDC program," said LTO-7 Regional Director Glen Galario.
Galario said the LTO-7 has partnered with local government units (LGUs) and the private sector for its free TDC program.
He said that LGUs that wish to have TDC seminars in their areas only need to coordinate with the LTO-7.
"Our partnership with the different local government units and the private sector continues as we give them free TDCs for their residents," said Galario.
Free TDC seminars were held in Barangay Sohoton in Badian, Barangay Dumlog in Talisay City, municipalities of Bantayan, Dumanjug, Aloguinsan, San Fernando, Liloan, and Boljoon, and the City of Bogo in Cebu province in the first three months of this year.
Siquijor was allotted the majority of TDC slots with more than 2,000 individuals availing themselves of the program during the Bagong Pilipinas Serbisyo Fair in February.
The fair was the first ever in the Visayas-Mindanao area and was graced by House Speaker Martin Romualdez who represented President Ferdinand R. Marcos Jr.
"Our goal is to educate individuals, especially those from far-flung areas that are already using their motorcycles as their means of transportation but have yet to possess a driver's license. With our free program, they will know the basics of driving and road safety," said Galario.
The municipalities of Pilar and Loboc in Bohol province also hosted free TDC seminars this year.
A total of 9,292 TDC certificates were issued in 2023.
