Pasig City approves P1-B supplemental investment program budget

The Pasig City Council passed on Thursday, Sept. 7, the local government's supplemental investment program (SIP) budget worth P1 billion for fiscal year 2023.  

During a special session, the City Council approved Resolution No. 343-2023 that authorizes the SIP in the amount of P1,168,082,000, covering additional expenditures and developmental programs, projects, and activities (PPAs) that is expected to be continued or implemented within the year.

The resolution was authored by the entire City Council and was referred to the Committee on Appropriations, Ways, and Means, as well as the Committee on Laws, Internal Rules, and Government.

Appropriations Committee Chairman Councilor Maro Martires shared the key outcomes of the committee hearings for the SIP during the session.

He shared the breakdown of the P1 billion SIP, mentioning the requested maintenance and operating expenses (MOOE) and capital outlay (CO) of varying sectors in the government.

Overall, the MOOE of the approved SIP amounts to P482,784,000, while the CO is P685,298,000.

As per his committee report, Martires said a MOOE of P38,509,000 and a CO of P10,900,000 were discussed for appropriations to general public services.

The social services sector also requested P401,172,000 for their MOOE and P48,275,000, while the economic sector asked for a MOOE of P43,103,000 and CO of P626,123,000.

Among the discussed appropriations was P1,600,000 CO for the City Planning and Development Office (CPDO) for the purchase of 10 high-end desktops and printers for the City-Wide Land Information Management and Automation (CLiMA) project and to business one-stop-shops (BOSS) around the city.

The City Transport Development and Management Office (CTDMO) asked for a CO of P4,000,000 for the procurement and implementation of the Pasig City Urban Mobility Planning Analytics and Decision Support Platform, in accordance with the City Transport Management Plan (CTMP).

For housing, the Pasig Urban Settlement Office (PUSO) requested for funds (P70,751,000 MOOE) to allocate as financial assistance to the municipal government of Tanay for the resettlement areas of former Pasigueños within the municipality,  in compliance with the city's obligations as stipulated in their memorandum of agreement (MOA) with Tanay.

Similary, the Office of General Services (OGS) calculated around P37,407,000 in MOOE for purchasing materials for repairs and maintenance, to augment supplies for the "Oplan Kaayusan" project, and to provide electrical materials for repairing Pasig Bliss buildings.

For education, a MOOE of P21,169,000 and CO of P1,675,000 was requested by the Pamantasan ng Lungsod ng Pasig (PLP) for purchasing textbooks and instructional materials, subscription to Microsoft Office software for 450 laptops, connectivity allowance, and equipment for nursing and arts laboratories

For the health sector, P37,052,000 MOOE and P46,600,000 CO was presented to the committee by the City Health Department (CHD) to fund medical and financial assistance for indigent families, procure medical and dental supplies, and other multipurpose vehicles such as customized mobile drug test clinics.

The Pasig City General Hospital (PCGH) and Pasig City Children's Hospital (PCCCH) also asked for P150,000,000 and P120,000,000 respectively to fund subsidized medical assistance to families.

P2,150,000 worth of MOOE was requested by the City Social Welfare and Development Office (CSWDO) for its Special Drug Education Center (SDEC) project.

The City Engineering Office also requested MOOE of P43,103,000 and CO of P5,525,000 for infrastructure projects, repair of pumping stations, public places, and Pasig Bliss villages in Barangays Pinagbuhatan, San Miguel, Maybunga, Manggahan, and Sta. Lucia. They also plan to further rehabilitate the city's drainage system, roads and pathways, install more LED lights at streets, and construct new barangay fire stations and barangay halls. Included in their PPAs is the expansion of the PCCH and renovation of the PCGH.

A CO worth P72,278,000 was also mentioned for the 20 percent Community Development Fund (CDF), which has additional appropriations for land acquisitions, among others.

The MOOEs and COs of other governemnt offices such as the City Mayor's Office, Human Resources and Development Office (HRDO), Solid Waste Management Office (SWMO), and Veterinary Services Department (VSD) were also shared, along with their PPAs.

Upon approval of the resolution, Martires said the council will conduct succeeding hearings on the appropriations of the respective budgets of offices and departments for the Supplemental Budget Ordinance No. 2.

The ordinance with the finalized budget is expected to be approved in the coming weeks, the councilor added.
