According to the Public Information Office (PIO), the "Saya All, Angat All Tulong Pinansyal para sa mga Solo Parents" initiative originated as a component of the city government's series of pandemic recovery programs.

A total of 220 Navoteños were granted a cash subsidy of P2,000 each after the verification of their newly applied or renewed solo parent identification cards.

Navotas City Mayor John Rey Tiangco assured that they will extend their help to solo parents who are raising their children on their own.

“Solo parents face many challenges in raising their children on their own. We want to ensure that they will have a means to provide for their families especially during trying times,” Tiangco said.

“We encourage Navoteño solo parents to register with our social welfare office to qualify for the program,” he added.

Under City Ordinance No. 2019-17, the city government also offers educational assistance of P1,000 per school year to indigent solo parents.

During Tiangco’s tenure as the city's representative in the 18th Congress, Tiangco co-authored House Bill 8097, which was merged with Senate Bill 1411 to become Republic Act 11861, also known as the Expanded Solo Parents Welfare Act.

The Republic Act 11861, or the Expanded Solo Parents Welfare Act, provides several added benefits to solo parents.

These benefits encompass a monthly subsidy of P1,000, a 10% discount, VAT exemption, a seven-day parental leave with pay, priority access to scholarship programs and grants, automatic PhilHealth coverage, and various other privileges.

The mayor stated that the city will fund the execution of this law in the following year by utilizing the Gender and Development Fund.
