'Jenny' slightly intensifies; PAGASA not ruling out possible landfall over Extreme N. Luzon

The state weather bureau on Saturday evening, Sept. 30 reported the slight intensification of Tropical Storm (TS) Jenny (international name: Koinu) as it moved northwestward over the Philippine Sea.

In its 11 p.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that the maximum sustained winds of the tropical storm had slightly intensified from 65 kilometers per hour (kph) in its previous bulletin at 5 p.m. to 75 kph.
PAGASA monitored "Jenny" 915 kilometers (km) east of Central Luzon. It was moving at a speed of 15 kph northwestward and gustiness up to 90 kph.
Meanwhile, PAGASA is not ruling out the possibility of a landfall or a close approach scenario for the tropical storm.
"A landfall or close approach scenario over Extreme Northern Luzon or northeastern mainland Cagayan is not ruled out since these scenarios are within the forecast confidence cone," PAGASA noted.
TS enhances 'habagat'
Tropical Storm Jenny may intensify the southwest monsoon or "habagat," leading to the potential occasional rains over Palawan and Occidental Mindoro until Tuesday.
The possible enhancement of the southwest monsoon will bring gusty weather conditions over the following areas:
From Saturday night to Monday, these weather conditions will affect Palawan, Romblon, and Western Visayas.
Meanwhile, on Tuesday, similar weather conditions are anticipated in Western Visayas, MIMAROPA (Mindoro, Marinduque, Romblon, and Palawan), the Bicol Region, and most parts of CALABARZON (Cavite, Laguna, Batangas, Rizal, and Quezon).

Furthermore, PAGASA has forecasted that "Jenny" will continue to move generally northwestward until Monday, with a possible west-northwestward turn toward the Luzon Strait-Southern Taiwan area on Tuesday.
Meanwhile, on Monday, "Jenny" will bring moderate to rough sea conditions over the coastal waters of Extreme Northern Luzon and the northern portion of mainland Cagayan.
"Mariners of motor 'bancas' and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigating in these conditions, especially if inexperienced or operating ill-equipped vessels," PAGASA reminded.
