ARTA, CSC ink ease of doing business partnership

The Anti-Red Tape Authority (ARTA) and the Civil Service Commission (CSC) have signed a memorandum of agreement (MOA) that would ensure the seamless implementation of the Ease of Doing Business (EODB) Act.

The ceremonial signing was led by ARTA director-general Secretary Ernesto Perez and Civil Service Commissioner Karlo Nograles on Aug. 31.
In a statement, the ARTA described the signing as a "significant stride towards enhancing administrative efficiency."
"This MOA is a testament to the shared dedication of these offices towards fostering an environment conducive to ease of doing business in the government sector," it said.
"By embracing anti-red tape reforms, they not only enhance the nation's competitiveness but also demonstrate their unwavering commitment to progress, fostering a business-friendly climate," it added.
The ARTA also said that with the signing of the MOA, both agencies are taking a significant step towards enhancing service delivery and government responsiveness, ultimately benefiting stakeholders, particularly the transacting public.
In its statement, the ARTA said the MOA would guide it and the CSC in the law's "seamless implementation" and outline the two agencies' respective roles and responsibilities in executing the principles and mandate of the EODB Act.
Under the EODB Act and as stated in the MOA, the CSC has set up an Anti-Red Tape Division (ARTD) within its Central Office and rolled out Anti-Red Tape Units (ARTU) across its regional offices. These will serve as the focal points for initiatives to enhance service delivery within the civil service.
One of their noteworthy responsibilities is handling complaints against government employees and officials who violate the EODB Act.
In a statement, ARTA said it would act on concerns and complaints endorsed by CSC per their respective jurisdictions. However, should complaints be escalated, ARTA shall conduct an initial investigation on the endorsed complaints and assist complainants in filing cases with the CSC or the Office of the Ombudsman.
Furthermore, ARTA shall facilitate a Report Card Survey (RCS) to all government agencies, wherein CSC's ARTD and ARTU shall assist through the capacity-building of its personnel and propose improvements in service delivery.
To enhance the implementation and promotion of a business-friendly environment, ARTA and CSC will execute diverse initiatives for EODB and anti-red tape reforms. They will also engage in campaigns to spread awareness and advocate for these essential measures.
