House plenary debates on OVP, DepEd budgets moved; 'conflict in schedule' cited

The plenary debate on the 2024 budget of the Office of the Vice President (OVP) was moved after Vice President Sara Duterte failed to appear at the House of Representatives Tuesday, Sept. 26 due to a "conflict in schedule".

House Deputy Majority Leader and Iloilo 1st district Rep. Janette Garin said the OVP budget debate would instead be held Wednesday, Sept. 27, which is also the target date of the passage on third and final reading of P5.768-trillion national budget for 2024.

And since Vice President Duterte concurrently serves as Department of Eduaction (DepEd) secretary, the budget debate for the agency was also moved to Wednesday.

The budgets of OVP and DepEd were both slated for plenary sponsorships and debates Tuesday morning, but the hours went by with no sight of Duterte at the House plenary.

This prompted House Deputy Minority Leader ACT Teachers Party-list Rep. France Castro to stand up at around 3 p.m. and ask whether or not the solons would still get to discuss the two specific budgets.

"After the OP (Office of the President) there should be OVP and DepEd. So...what is the estimated time that the budget deliberation for OVP and the DepEd be deliberated today?" Castro asked.

"The [OVP] as well as the Office of the Secretary of the [DepEd] has conveyed a message to the Committee on Appropriations as well as to the Committee on Rules of a possible conflict in schedule. Details of which, yours truly is not yet privy," Garin said in reply to Castro.

"As of the moment, the deliberation on the proposed budget of the OVP, as well as the DepEd has been temporarily moved tomorrow, considering that we also have other agencies in the pipeline, Mr. Speaker," added the Iloilo lawmaker.

Castro thanked Garin and did not ask anymore questions.

The belief is that Castro and the rest of the Makabayan bloc are raring to ask the tough questions regarding the OVP usage of P125 million worth of confidential funds late last year. Although these question will be answered by solon-slash-budget sponsor, the Vice President isnexpected to be in plenary to relay her answers in real time.

On Monday, appropriations panel Senior Vice Chairperson Marikina City 2nd district Rep. Stella Quimbo revealed that the OVP spent the P125-million confidential funds in just 11 days, and not 19 day as previously thought.

Members of the Presidential Security Group (PSG) were spotted at the House of Representatives earlier Tuesday, indicating that the Vice President might have initially planned to make an appearance.
