Public, private agencies to assist LGUs on ease of doing business
Public and private agencies and organizations have renewed their commitment to streamlining government processes by signing a memorandum of understanding (MOU) to provide technical assistance and capacity-building programs to selected local government units (LGUs) to ensure compliance with the Ease of Doing Business Law.

Representatives from the Anti-Red Tape Authority (ARTA), the Department of the Interior and Local Government (DILG), the Department of Information and Communications Technology (DICT), and the Management Association of the Philippines (MAP) signed the said MOU in Makati City on Sept. 22.
In his message, ARTA director-general Secretary Ernesto Perez said ARTA remains steadfast in its commitment to collaborating with the public and private sectors to contribute to national development by coming up with projects and elevating government services.
"I am confident that this MOU will have a positive impact on the delivery of government services," he said.
"By investing in our government employees, we are investing in the future of our country," he added.
In addition to assisting LGUs, the ARTA said the MOU will serve as a basis for stronger cooperation among the signatory agencies for policy direction and advocacy campaigns, capacity development on ease of doing business initiatives, logistics and technical support, and monitoring and performance assessment.
Based on the MOU, the ARTA will help the DILG determine LGUs that should receive technical assistance from the MAP. The ARTA shall also monitor and evaluate the project's implementation.
The DILG takes on the role of determining LGUs to be prioritized in receiving technical assistance from MAP and shall be on top of coordinating with these agencies to ensure the project's proper implementation.
The DICT will be in charge of deploying the eLGU or other eGovernment systems related to business permits and licensing systems. It shall also be responsible for facilitating capacity-building initiatives relevant to ICT.
Meanwhile, the MAP is in charge of providing technical assistance to the selected LGUs. The technical assistance to be provided by MAP is to ensure compliance of the LGUs with the Ease of Doing Business Law.
