'Can we consider a bully a friend?': Villanueva blasts China's floating barrier in Scarborough Shoal

Senate Majority Leader Joel Villanueva called the floating barriers installed by the China Coast Guard (CCG) an outright disrespect to the country's sovereign rights.

"Kaibigan pa ba na matatawag ang isang bully na patuloy na sinasamantala ang relasyon ng dalawang bansa? (Can we see a bully as a friend when it continues to take advantage of the relations of two countries?)" he said in a statement on Monday, Sept. 25.
He added that this is a massive blow to fishermen's livelihoods who rely heavily on the sea to make a living.
Villanueva further mentioned that Scarborough Shoal o Bajo de Masinloc can be found 124 nautical miles west of Zambales, which clearly shows that it's inside the Philippines' Exclusive Economic Zone (EEZ).
He stated that they are one with President Marcos in the belief of immediately passing the Philippine Maritime Zones Act that aims to declare maritime zones that are under the jurisdiction of the country including the internal waters, archipelagic waters, territorial sea, contiguous zone, EEZ and continental shelf.

The Philippine Coast Guard (PCG) revealed on Sunday, Sept. 24 that China has put up a floating marker which also serves as a barrier in Bajo de Masinloc (Scarborough or Panatag Shoal) near Zambales, creating fresh tension in the area.
PCG condemned the move, along with the Bureau of Fisheries and Aquatic Resources (BFAR), since it “prevents Filipino Fishing Boats (FFBs) from entering the shoal and depriving them of their fishing and livelihood activities.”
Several senators have earlier denounced this move by China with Senate President Juan Miguel “Migz” Zubiri urging the PCG to remove the floating barrier.
