Lawmakers back lower monthly amortization for gov't housing, DHSUD says

The Department of Human Settlements and Urban Development (DHSUD) has expressed gratitude to some lawmakers for their commitment of support to the government’s housing program, particularly on lowering the monthly amortization for the underprivileged Filipinos.

(DHSUD) Secretary Jose Rizalino Acuzar said the support of the House of Representatives is a good step towards making public housing accessible and affordable, especially for the informal settler families (ISFs) and low-income earners.

“Amid the challenges, we remain strong as an institution as we know we have our partners, like the House of Representatives, beside us,” said Acuzar after the interpolation during the budget hearing which lasted in less than an hour.

ACT Party List Rep. France Castro has sided with Acuzar in increasing the government subsidy to augment beneficiary amortization for housing units while DHSUD budget sponsor Ako Bicol Party List Raul Angelo Jill Bungalon said the increase in government subsidy in the interest for housing would guarantee decent housing for the Filipino people.

Bungalon then pleaded for the full support of the Congress to augment the housing and urban development sector’s budget with an additional P13.86 billion.

“The country’s ability to address the housing problem and attain its goal is limited by the budget allocated for the housing agencies… Business as usual will not address this housing requirement,” he said.

DHSUD has initially proposed Php116 billion for next year 2024 but the National Expenditure Program only reflected Php5.4 billion for the entire sector.

“The Department is once again seeking our support in giving them the appropriate budget. The additional budget will ensure that DHSUD will be able to carry out its mandate of providing decent and affordable shelter to all,” said Bugallon.

For her part, OFW Party List Rep. Marissa Del Mar Magsino recognized the rigors of implementing the government housing without the backing of sufficient funding, thus, expressed their support to the approval of DHSUD’s budget.

“I can hardly be confident if it (the NEP-indicated budget) will suffice for the Department to fully discharge its mandate. Having said that.. I would like to fully support for the approval of the proposed budget of DHSUD for 2024... it is not easy but I know that with the leadership of our Secretary Jerry Acuzar and all attached agencies, we can do this,” said Magsino.
