Valenzuela gov't, DOTR ink MOA for railway-related academic partnership
The Valenzuela City government and the Department of Transportation (DOTr) on Friday, Sept. 22, signed a memorandum of agreement (MOA) for an academic partnership that will enhance learning opportunities for engineering students in the city.
According to the city government, the partnership was intended to broaden the curriculum and practices for engineering courses for students of Valenzuela Technological College (ValTech), through the support and expertise of the DOTr-Philippine Railways Institute (PRI).
It said that one of the clauses in the MOA states that the partnership was established “in furtherance of its vision to offer advanced programs in the field of Engineering, which will meet the demands of a knowledge-based and technology-driven economy.”

It added that in collaboration with the DOTr, it is pursuing to offer railway-related vocational courses for Valenzuelano students to level up their qualifications for employment in the transportation industry.
The local government said the scope of areas of cooperation of its partnership with the national agency includes Academe-Industry linkage, Students Internship Program or On-the-Job Training, Faculty/Student training and seminars, and skill certification through the DOTr Philippine Railways Institute.
A new campus of ValTech in Barangay Parada is expected to open this year, it added.
Valenzuela City Mayor Weslie “Wes” Gatchalian led the MOA signing at the City Hall, along with DOTR Secretary Jaime J. Bautista, Undersecretary (Usec) Cesar Chavez, PRI Usec. Annelie Lontoc, Assistant Secretary Jorjette Aquino, Light Rail Transit Authority (LRTA) Administrator lawyer Hernand Cabrera, Atty. Celeste Laute of the Philippine National Railways, ValTech Trustee Mr. Ramon Lopez, ValTech President Dr. Yolanda Gadon, and Valenzuela City Vice Mayor Lorie Natividad-Borja and members of the City Council.
After the ceremonial signing, the national and local government officials unveiled the scale models of the Metro Manila Subway and North-South Commuter Railways exhibit placed at the center of the city hall.
The models demonstrate the subway depot and an electric-powered model of the tunnel boring machine that was used for the subway projects, the local government said.
It added that Valenzuela City is beyond fortunate for being the home for the Metro Manila Subway and the North-South Commuter Railway, as these mega railway projects of the national government will not just provide convenience for commuters by cutting down travel time, but also generate more jobs and business opportunities for the city residents that will boost the local economy in the long run.
In January 2023, Gatchalian expressed support to the Metro Manila Subway Project, a 33-kilometer underground railway with 17 stations called “Project of the Century,” that will connect Valenzuela to Paranaque City.
The North-South Commuter Railway is a 147-kilometer railway system that will connect Metro Manila to Laguna and Pampanga, that will provide better transportation services for Filipinos and boost the country’s economy.
“With these projects underway, the city government firmly believes that the progress of the country is the progress of the city,” the local government said.
