The SHSVP is a financial assistance program wherein subsidies in the form of vouchers are provided to qualified SHS students in the voucher-participating schools.

For School Year (SY) 2023-2024, the application period for the SHSVP started on July 28. The deadline for the creation of accounts on OVAP, which is a requirement, ended on Aug. 16 while the deadline for the submission of applications on OVAP was scheduled on Aug. 18.

Once the application results have been posted in the Qualified Voucher Applicant (QVA) account panel, DepEd said the redemption of the voucher will also start.

As explained by DepEd, learners are categorized into two in the implementation of the SHSVP: those who automatically qualify for SHSVP and those who need to undergo application.

Automatically qualified learners for the SHSVP are Grade 10 completers coming from public schools and those who come from private schools but are Education Service Contracting (ESC) grantees.

Voucher Applicants (VA), on the other hand, are learners who need to apply for vouchers and whose application shall be evaluated using set parameters and “subject to availability of funds.”

These VAs are Grade 10 completers from private schools who are not ESC grantees and Grade 10 completers before the previous school years but not earlier than 2016 and had not previously enrolled for Grade 11.

Learners who passed the Alternative Learning System (ALS) Accreditation and Equivalency (A&E) Test for Grade 10 not earlier than 2018 and had not previously enrolled for Grades 11 or ALS learners who passed the Portfolio Assessment for Grade 10 and learners who passed the Philippine Educational Placement Test (PEPT) for Grade 10 not earlier than 2016 and had not previously enrolled for Grade 11 or learners who will take the PEPT for Grade 10 in the upcoming SY are also qualified VAs.

Qualified SHSVP recipients will receive voucher amounts as follows (depending on the category): P22,500 and P18,000 in the National Capital Region (NCR).

In Non-NCR highly urbanized cities (HUCs), vouchers amount to P20,000 and P16,000.

In all other locations, vouchers amount to P17,500 and P14,000.

The SHS Program or Grades 11 and 12 is the additional two years in the country’s basic education system after shifting to the K to 12 system.

During the two years of specialized upper secondary education, students may choose a specialization based on aptitude, interests, and school capacity.

The choice of career track will also define the content of the subjects a student will take in Grades 11 and 12.

Incoming students in Senior High School can choose among these tracks: Academic; Technical-Vocational-Livelihood; Sports, and Arts and Design.
