President Marcos outsmarted rice smugglers when he had some 4,000 sacks of smuggled rice distributed to poor families in Zamboanga, Bicol Saro Party-list Rep. Brian Raymund Yamsuan said.

“The President has given smugglers and hoarders a bitter, expensive lesson where it would hurt them the most—their pockets. Their seized rice stocks mean their investments can never be recovered," Yamsuan said in a statement, Wednesday, Sept. 20.

The rookie solon praised President Marcos for indirectly imparting to smugglers and hoarders that they have nothing to gain from their unfair trade practices.

Aside from sending this strong message to smugglers, the latter was also able to extend assistance to poor households that have suffered the most from these illegal acts.

Yamsuan says the Chief Executive's move also serves to protec small Filipino farmers from unfair competition, since the comparatively cheaper smuggled rice tend to pull down prices of their produce when they reach the market.

"Ang smuggled rice na naisaing na, hindi na kayang bawiin. Lugi ang smugglers, pero panalo naman ang magsasaka at mahihirap nating mga kababayan (Smuggled rice that has been cooked can no longer be recovered, by smugglers. They end up losing money, but our farmers and poor countrymen win)," he said.

Yamsuan was referring to Marcos' decision to distribute some 4,000 sacks of smuggled rice to beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) in Zamboanga Sibugay and Zamboanga del Norte on Tuesday.

This batch of rice was part of the 42,180 smuggled sacks of rice worth P42 million that were confiscated by the BOC-Port of Zamboanga in a warehouse in Barangay San Jose Gusu in Zamboanga City.

The stocks were forfeited in favor of the government after the warehouse operator failed to explain where the rice was imported and where he paid the tariffs and taxes for them.

Being represented by Yamsuan's Bicol Saro Party-list are the people of Bicol, including the region’s more than 700,000 small farmers and fisherfolk.
