Triple whammy: 'Goring', 'Hanna', 'habagat' agri, infra damage at P551 million

Damage to agriculture and infrastructure due to the three weather systems that have been affecting the country – typhoons “Goring” and “Hanna” and southwest monsoon (habagat) – already reached P551 million, the National Disaster Risk Reduction and Management Council (NDRRMC) reported on Saturday, Sept. 2.

The NDRRMC also noted that a total of 112,384 families composed of 408,053 individuals were affected by the bad weather due to the three weather systems.

Out of this, there were 5,463 families or 22,391 indidivuals staying in evacuation centers in eight affected regions: Ilocos Region (Region 1), Cagayan Valley (Region 2), Central Luzon (Region 3), Calabarzon (Region 4A), Mimaropa (Region 4B), Western Visayas (Region 6), and National Capital Region (NCR).

The death toll remained at one, but another person was reported missing when a 19-year-old young man was swept away by flashflood in San Joaquin, Iloilo. A 36-year-old man identified as Darwin Gutierrez was also injured due to a landslide in Brgy. Daan Pare, Orion, Bataan.

The agricultural loss amounted to P421,195,721.79 in five affected regions. Regions 2 and 6 registered the biggest loss at P192 million apiece; followed by Region 4B at P29 million; Region 3 at P5.7 million; and Cordillera Administrative Region (CAR) at P560,000.

Meanwhile, damage to infrastructure totaled P 130,251,200 in three affected regions. Cordillera had the highest infrastructure loss at P87 million; followed by Region 2 at P40 million; and Region 4B at P2.6 million.

The amount is expected to further rise as the NDRRMC awaits the result of rapid damage and needs assessment (RDANA) from other affected regions.

Batanes’ woes

In Batanes, Roldan Esdicul, head of the Provincial Disaster Risk Reduction and Management Office (PDRRMO), lamented the continuous rains experienced by residents since last week due to the three weather systems.

“Medyo malakas ang naramdaman naming Typhoon Goring dito dahil halos malapit lang sa amin kaya ramdam na ramdam namin. Ito namang Typhoon Hanna halos sa dagat namin nararamdaman dahil medyo maalon na po (Typhoon Goring was a bit strong because it brushed near us that’s why we really felt it. Meanwhile, Typhoon Hanna is mostly felt at sea now because the waves are really high right now),” Esdicul said in a radio interview over dzBB.

The areas most affected in Batanes are Batan Island and the island municipality of Itbayat.

Esdicul said power supply in Itbayat will only last for 16 hours as the fuel that was supposed to be transported to the island municipality was not delivered due to high waves. Fuel is being transported to the island from the mainland using commercial motorbancas to sustain power supply.

“Medyo kulang po ang naitawid na fuel kaya po nabawasan na ho ang power service nila kaya 16 hours na lang ngayon. Hopefully makatawid kami pero maalon sa ngayon. Sana mapagkasya pa ang fuel sa ngayon (The delivered fuel is not sufficient that’s why the power service is not enough and will only last for 16 hours. Hopefully we can cross the sea but the waves are too strong right now. We are hoping they can sustain their fuel),” he said.

Stranded in ports

Meanwhile, a total of 41 passengers, drivers, and cargo helpers were stranded in different ports in Southern Tagalog and Western Visayas due to bad weather caused by Hanna and the trough or extension of Goring that both enhance the effects of habagat.

The Philippine Coast Guard (PCG) said five vessels were also taking shelter in Southern Tagalog and Western Visayas.
