President Ferdinand "Bongbong" Marcos Jr. has issued an executive order (EO) reorganizing the office established to enhance and promote swift government response to the public's concerns.

Malacañang issued EO No. 38 on Tuesday, Aug. 29, which reorganized the Strategic Action and Response (STAR) Office to ensure that it is aligned with the administration's efficiency and responsiveness measures.
"It is imperative to reorganize the STAR Office to ensure coherence of its organizational structure, functions, and staffing pattern with the administration's continuing efforts towards efficiency and responsiveness in the delivery of critical mandates to the Filipino people," the President said in his EO.
Under the EO, the Office of the Executive Secretary (OES) will now have supervision and control over the STAR Office and its constituent offices. Specifically, the Office of the Deputy Executive Secretary for General Administration (ODESGA) would oversee the STAR office.
Through the EO, Marcos abolished the office's Cabinet undersecretary position. The STAR office will now be headed by an assistant secretary who will report directly to the DESGA.
Two Director IVs shall assist the assistant secretary, each tasked to head the Presidential Action Center (PACe) and the 8888 Citizen's Complaint Center.
The EO allows the DESGA, upon approval of the Executive Secretary, to assess and evaluate the organizational structure, staffing pattern, and corresponding qualification standards for all positions under the STAR Office.
"For this purpose, the DESGA, in coordination with the Office of the Deputy Secretary for Finance and Administration, shall submit to the Department of Budget and Management (DBM), for review and approval, a revised organizational structure and staffing pattern of the STAR Office," it read.
Nonetheless, the STAR Office and its constituent offices shall continue operating and functioning under existing mandates prescribed under relevant laws and issuances.
The STAR Office was established in 2016 under the now-abolished Office of the Cabinet Secretary to promote timely action and response to the public's concerns and strengthen the PACe system to increase the responsiveness of government services.
