Dela Rosa wants to give PNP power to appoint local police chiefs

"Yung pagpili ng chief of police, provincial director dapat ilagay na lang yung power na yan sa PNP na lang (The power to choose the police chief and the provincial director should be given to the PNP instead)," Dela Rosa said in an interview on DWIZ.

"Para wala talagang political color yung pagpili ng mga opisyales na hahawak sa mga istasyon o sa mga provincial command (This way, there will be no political color in choosing the officials who will handle the stations or the provincial command)," he added.

Dela Rosa, who is former PNP chief, said that they are currently studying the constitutionality of such a law and are seeking the opinion of experts before they file the proposed measure.

Currently, under Section 63 of Republic Act (RA) No. 8551 or the "Philippine National Police Reform and Reorganization Act of 1998", city and municipal mayors have the authority to choose the chief of police from a list of five eligibles recommended by the provincial police director, preferably from the same province, city or municipality.

Dela Rosa, who is chair of the Senate Committee on Public Order and Dangerous Drugs, recently led the hearing regarding the death of 17-year-old Jerhode “Jemboy” Baltazar.

On Tuesday, Sept. 5, they will also begin an investigation on the viral road rage incident in Quezon City last Aug. 8 involving a cyclist and ex-policeman Wilfredo Gonzales who pulled out a gun during their confrontation.

Dela Rosa revealed that he was the one who signed the suspension order of the dismissed cop who he claimed remained as PO1 or patrolman until retirement.

The former top cop said that he is saddened by the recent events involving the police officers as nothing less than the best is expected out of them when it comes to performance. He added that they must "go back to the drawing boards" and determine the root cause of the incidents which according to him, happened in different contexts.

Dela Rosa said that the challenge to recover the police force's image does not only fall on the shoulders of PNP Chief Gen. Benjamin Acorda Jr. but on the entire organization.

"Magtutulungan silang lahat, 'di kakayanin ng Chief PNP na siya lang ang magsumikap (They should help each other out, the PNP Chief cannot do this through his efforts alone)," he added.
